2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to honor our colleague, State |
4 | | Representative Kelly Burke, on her 14 years of esteemed |
5 | | service as a member of the Illinois General Assembly and thank |
6 | | her for her dedication to the State and her community; and |
7 | | WHEREAS, Since being elected in 2010, Rep. Burke has shown |
8 | | her abiding commitment to the 36th House District, consisting |
9 | | of the 19th and 18th Wards as well as Evergreen Park and Oak |
10 | | Lawn; she and her husband, Terry, have three children and live |
11 | | in Evergreen Park, where she has resided for nearly 30 years; |
12 | | and |
13 | | WHEREAS, Prior to running for office, Rep. Burke received |
14 | | her Bachelor of Arts from the University of Illinois |
15 | | Urbana-Champaign and her Juris Doctor from the John Marshall |
16 | | Law School before becoming an attorney at an Evergreen |
17 | | Park-based firm; further, she worked on the staff of Saint |
18 | | Xavier University for six years; she also spent two terms on |
19 | | the Evergreen Park Library Board, serving as president, and |
20 | | she continues to be involved with the library through its |
21 | | foundation; and |
22 | | WHEREAS, Rep. Burke has volunteered in Evergreen Park for |

1 | | many years, notably with Most Holy Redeemer Parish, where she |
2 | | was a board member of the Women's Guild, founded a Mock Trial |
3 | | program for grade school students, coached youth sports, and |
4 | | helped prepare meals for the Su Casa shelter; she is an |
5 | | advisory board member of the Women's Bar Foundation and |
6 | | volunteers with the Restorative Justice program at Leo High |
7 | | School; and |
8 | | WHEREAS, In 2012, Rep. Burke was selected to participate |
9 | | in the inaugural class of the Edgar Fellows program at the |
10 | | University of Illinois, an initiative of former Gov. Jim Edgar |
11 | | to promote responsible, responsive, bi-partisan leadership |
12 | | throughout Illinois; she also serves as an adjunct professor |
13 | | at Loyola University Chicago School of Law; and |
14 | | WHEREAS, Rep. Burke successfully ran for election as a |
15 | | trustee of the Village of Evergreen Park in 2019, and she later |
16 | | became the first woman to be elected Mayor of Evergreen Park, a |
17 | | position she still currently holds; and |
18 | | WHEREAS, Throughout her time in the State legislature, |
19 | | Rep. Burke was a passionate advocate for issues most important |
20 | | to her district and the State, working closely on State |
21 | | budgets, education funding, pensions, public safety, and much |
22 | | more; and |

1 | | WHEREAS, Rep. Burke, a fierce advocate for individuals |
2 | | with disabilities, championed a piece of legislation that |
3 | | created the ABLE 529-style savings accounts for people with |
4 | | disabilities, making it easier for these individuals to gain |
5 | | access to a critical program that allows them to save for their |
6 | | future; and |
7 | | WHEREAS, Rep. Burke additionally supported the creation of |
8 | | AIM HIGH, a scholarship program hailed as a game changer for |
9 | | students and families working to afford a college education, |
10 | | making it a reality for tens of thousands of modest-income |
11 | | students; and |
12 | | WHEREAS, As one of the founding members of the House |
13 | | Democratic Women's Caucus, Rep. Burke has been dedicated to |
14 | | crafting policy to promote the interests of women statewide, |
15 | | and her work has strengthened the voice of women working in the |
16 | | Capitol, including legislators, advocates, and staffers, and |
17 | | created stronger policies against harassment and intimidation; |
18 | | and |
19 | | WHEREAS, Rep. Burke chaired the Ethics and Elections |
20 | | Committee, where she passed a comprehensive ethics package to |
21 | | eradicate corruption and increase transparency in State |
22 | | government; during her time as chair, she also worked to |
23 | | expand voting by mail and safe voter participation during the |

1 | | COVID-19 pandemic; and |
2 | | WHEREAS, In 2023, Rep. Burke was appointed by Speaker |
3 | | Emanuel "Chris" Welch to serve as an assistant majority |
4 | | leader, where she continued to prioritize values that were |
5 | | most important to her, including collaboration, inclusivity, |
6 | | and assisting her colleagues in delivering results for their |
7 | | communities; further, she was named chair of the Revenue |
8 | | Committee, where she maintained the committee's focus on |
9 | | fiscal responsibility and smart budgeting; and |
10 | | WHEREAS, Rep. Burke has spent much time locally, meeting |
11 | | with constituents, holding town hall meetings, and sponsoring |
12 | | local events such as basketball tournaments and the popular |
13 | | summer activity Yoga in the Park at 50-Acre Park; and |
14 | | WHEREAS, Rep. Burke has been appreciated by all who have |
15 | | had the opportunity to serve alongside her for her quick wit, |
16 | | her warm friendship, her ability to work across the aisle, and |
17 | | her commitment to bringing people together for the betterment |
18 | | of our State; therefore, be it |
19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
20 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
21 | | we honor and thank State Representative Kelly Burke for her |
22 | | years of dedicated service, and we wish her the best in her |
