HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor our colleague, State
4Representative Kelly Burke, on her 14 years of esteemed
5service as a member of the Illinois General Assembly and thank
6her for her dedication to the State and her community; and
 
7    WHEREAS, Since being elected in 2010, Rep. Burke has shown
8her abiding commitment to the 36th House District, consisting
9of the 19th and 18th Wards as well as Evergreen Park and Oak
10Lawn; she and her husband, Terry, have three children and live
11in Evergreen Park, where she has resided for nearly 30 years;
12and
 
13    WHEREAS, Prior to running for office, Rep. Burke received
14her Bachelor of Arts from the University of Illinois
15Urbana-Champaign and her Juris Doctor from the John Marshall
16Law School before becoming an attorney at an Evergreen
17Park-based firm; further, she worked on the staff of Saint
18Xavier University for six years; she also spent two terms on
19the Evergreen Park Library Board, serving as president, and
20she continues to be involved with the library through its
21foundation; and
 
22    WHEREAS, Rep. Burke has volunteered in Evergreen Park for

1many years, notably with Most Holy Redeemer Parish, where she
2was a board member of the Women's Guild, founded a Mock Trial
3program for grade school students, coached youth sports, and
4helped prepare meals for the Su Casa shelter; she is an
5advisory board member of the Women's Bar Foundation and
6volunteers with the Restorative Justice program at Leo High
7School; and
 
8    WHEREAS, In 2012, Rep. Burke was selected to participate
9in the inaugural class of the Edgar Fellows program at the
10University of Illinois, an initiative of former Gov. Jim Edgar
11to promote responsible, responsive, bi-partisan leadership
12throughout Illinois; she also serves as an adjunct professor
13at Loyola University Chicago School of Law; and
 
14    WHEREAS, Rep. Burke successfully ran for election as a
15trustee of the Village of Evergreen Park in 2019, and she later
16became the first woman to be elected Mayor of Evergreen Park, a
17position she still currently holds; and
 
18    WHEREAS, Throughout her time in the State legislature,
19Rep. Burke was a passionate advocate for issues most important
20to her district and the State, working closely on State
21budgets, education funding, pensions, public safety, and much
22more; and

1    WHEREAS, Rep. Burke, a fierce advocate for individuals
2with disabilities, championed a piece of legislation that
3created the ABLE 529-style savings accounts for people with
4disabilities, making it easier for these individuals to gain
5access to a critical program that allows them to save for their
6future; and
 
7    WHEREAS, Rep. Burke additionally supported the creation of
8AIM HIGH, a scholarship program hailed as a game changer for
9students and families working to afford a college education,
10making it a reality for tens of thousands of modest-income
11students; and
 
12    WHEREAS, As one of the founding members of the House
13Democratic Women's Caucus, Rep. Burke has been dedicated to
14crafting policy to promote the interests of women statewide,
15and her work has strengthened the voice of women working in the
16Capitol, including legislators, advocates, and staffers, and
17created stronger policies against harassment and intimidation;
18and
 
19    WHEREAS, Rep. Burke chaired the Ethics and Elections
20Committee, where she passed a comprehensive ethics package to
21eradicate corruption and increase transparency in State
22government; during her time as chair, she also worked to
23expand voting by mail and safe voter participation during the

1COVID-19 pandemic; and
 
2    WHEREAS, In 2023, Rep. Burke was appointed by Speaker
3Emanuel "Chris" Welch to serve as an assistant majority
4leader, where she continued to prioritize values that were
5most important to her, including collaboration, inclusivity,
6and assisting her colleagues in delivering results for their
7communities; further, she was named chair of the Revenue
8Committee, where she maintained the committee's focus on
9fiscal responsibility and smart budgeting; and
 
10    WHEREAS, Rep. Burke has spent much time locally, meeting
11with constituents, holding town hall meetings, and sponsoring
12local events such as basketball tournaments and the popular
13summer activity Yoga in the Park at 50-Acre Park; and
 
14    WHEREAS, Rep. Burke has been appreciated by all who have
15had the opportunity to serve alongside her for her quick wit,
16her warm friendship, her ability to work across the aisle, and
17her commitment to bringing people together for the betterment
18of our State; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we honor and thank State Representative Kelly Burke for her
22years of dedicated service, and we wish her the best in her

2    RESOLVED, That a suitable copy of this resolution be
3presented to Rep. Burke as an expression of our esteem and
4respect.
