HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor our esteemed colleague and
4trailblazer, State Representative Mary E. Flowers, for her 40
5years as a state representative and to thank her for her
6dedicated service to our State and her community; and
 
7    WHEREAS, Rep. Flowers was born in Inverness, Mississippi
8and moved to Chicago as a child; her family participated in the
9Great Migration when an estimated six million Black Americans
10moved from the South to urban centers in northern states for a
11better life and more opportunities; still, she and her family
12faced discrimination, and this led her towards a career of
13fighting for marginalized groups as a public servant; and
 
14    WHEREAS, Rep. Flowers established roots in Chicago; she
15attended Kennedy King Community College and the University of
16Illinois at Chicago; she started her career at her alma mater,
17serving in several different positions before becoming
18vice-chancellor for Academic Affairs from 1977 to 1979; she
19married Daniel Coutee, has one daughter, Maketa, and is also a
20proud grandmother; and
 
21    WHEREAS, Rep. Flowers was mentored by another trailblazer,
22Chicago's first Black mayor and former congressman Harold

1Washington; she began her political career volunteering for
2his campaigns, and she eventually ran to represent the 31st
3House District of Illinois; with Washington's endorsement, she
4was elected as a state representative in 1984 and began
5serving in 1985; and
 
6    WHEREAS, Rep. Flowers is not only Illinois'
7longest-serving African American lawmaker but also the
8longest-serving woman in the General Assembly; she formerly
9chaired the Healthcare Availability and Accessibility
10committee and the Real Estate Law committee and has been a
11member of a number of other committees during her career; she
12has received numerous awards and accolades for her legislative
13work, including the Legislator of the Year award from the
14Illinois Alcoholism and Drug Dependence Association and the
15Legislative Appreciation Award from the Chicago Teachers
16Union; she is also a former Deputy Majority Leader and former
17Assistant Majority Leader for the House, as well as a member of
18leadership for the Illinois Legislative Black Caucus; and
 
19    WHEREAS, Rep. Flowers quickly established herself as a
20champion for more effective and equitable healthcare in
21Illinois; she spent years working to address abuses by health
22maintenance organizations (HMO) that were denying necessary
23health care coverage to individuals to cut costs; in 1999, she
24brought together stakeholders in the health care and the

1insurance industries to pass major HMO reform in Illinois
2through the Managed Care Reform and Patient Rights Act; and
 
3    WHEREAS, Rep. Flowers has spent her career advocating for
4the rights of and resources for pregnant and postpartum women;
5in 2019, she passed an extensive legislative package to
6address shortcomings in the care for pregnant and postpartum
7patients and the maternal and infant mortality crisis; these
8measures ranged from creating a task force to address the
9infant and maternal mortality rate among African Americans to
10requiring insurers to cover mental health conditions that
11occur during pregnancy or postpartum; and
 
12    WHEREAS, Rep. Flowers spoke passionately for the needs of
13all children and particularly for the rights of youth in care;
14she introduced and passed a number of reforms to strengthen
15and improve the Department of Children and Family Services
16(DCFS) with a focus on the wellness and dignity of vulnerable
17children; and
 
18    WHEREAS, Rep. Flowers worked hard on behalf of seniors on
19fixed incomes and families with modest incomes, creating the
20Energy Assistance Act to help people afford home heating costs
21and supporting new resources to help older adults stay in
22their homes; and

1    WHEREAS, Rep. Flowers has made history with her 40 years
2of service to the State of Illinois and has carved out a legacy
3of fighting for marginalized groups; her commitment to her
4community and the people of Illinois has been clear throughout
5each decade of her career; she has sponsored legislation to
6expand healthcare access, promote equity and diversity in
7hiring, and tackle childhood hunger; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we congratulate Representative Mary E. Flowers on her
11retirement from the Illinois House of Representatives, and we
12offer our profound thanks for her 40 years of dedicated
13service to the people of Illinois; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Rep. Flowers as an expression of our esteem and
16respect.
