2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to honor our esteemed colleague and | ||||||
4 | trailblazer, State Representative Mary E. Flowers, for her 40 | ||||||
5 | years as a state representative and to thank her for her | ||||||
6 | dedicated service to our State and her community; and | ||||||
7 | WHEREAS, Rep. Flowers was born in Inverness, Mississippi | ||||||
8 | and moved to Chicago as a child; her family participated in the | ||||||
9 | Great Migration when an estimated six million Black Americans | ||||||
10 | moved from the South to urban centers in northern states for a | ||||||
11 | better life and more opportunities; still, she and her family | ||||||
12 | faced discrimination, and this led her towards a career of | ||||||
13 | fighting for marginalized groups as a public servant; and | ||||||
14 | WHEREAS, Rep. Flowers established roots in Chicago; she | ||||||
15 | attended Kennedy King Community College and the University of | ||||||
16 | Illinois at Chicago; she started her career at her alma mater, | ||||||
17 | serving in several different positions before becoming | ||||||
18 | vice-chancellor for Academic Affairs from 1977 to 1979; she | ||||||
19 | married Daniel Coutee, has one daughter, Maketa, and is also a | ||||||
20 | proud grandmother; and | ||||||
21 | WHEREAS, Rep. Flowers was mentored by another trailblazer, | ||||||
22 | Chicago's first Black mayor and former congressman Harold |

1 | Washington; she began her political career volunteering for | ||||||
2 | his campaigns, and she eventually ran to represent the 31st | ||||||
3 | House District of Illinois; with Washington's endorsement, she | ||||||
4 | was elected as a state representative in 1984 and began | ||||||
5 | serving in 1985; and | ||||||
6 | WHEREAS, Rep. Flowers is not only Illinois' | ||||||
7 | longest-serving African American lawmaker but also the | ||||||
8 | longest-serving woman in the General Assembly; she formerly | ||||||
9 | chaired the Healthcare Availability and Accessibility | ||||||
10 | committee and the Real Estate Law committee and has been a | ||||||
11 | member of a number of other committees during her career; she | ||||||
12 | has received numerous awards and accolades for her legislative | ||||||
13 | work, including the Legislator of the Year award from the | ||||||
14 | Illinois Alcoholism and Drug Dependence Association and the | ||||||
15 | Legislative Appreciation Award from the Chicago Teachers | ||||||
16 | Union; she is also a former Deputy Majority Leader and former | ||||||
17 | Assistant Majority Leader for the House, as well as a member of | ||||||
18 | leadership for the Illinois Legislative Black Caucus; and | ||||||
19 | WHEREAS, Rep. Flowers quickly established herself as a | ||||||
20 | champion for more effective and equitable healthcare in | ||||||
21 | Illinois; she spent years working to address abuses by health | ||||||
22 | maintenance organizations (HMO) that were denying necessary | ||||||
23 | health care coverage to individuals to cut costs; in 1999, she | ||||||
24 | brought together stakeholders in the health care and the |

1 | insurance industries to pass major HMO reform in Illinois | ||||||
2 | through the Managed Care Reform and Patient Rights Act; and | ||||||
3 | WHEREAS, Rep. Flowers has spent her career advocating for | ||||||
4 | the rights of and resources for pregnant and postpartum women; | ||||||
5 | in 2019, she passed an extensive legislative package to | ||||||
6 | address shortcomings in the care for pregnant and postpartum | ||||||
7 | patients and the maternal and infant mortality crisis; these | ||||||
8 | measures ranged from creating a task force to address the | ||||||
9 | infant and maternal mortality rate among African Americans to | ||||||
10 | requiring insurers to cover mental health conditions that | ||||||
11 | occur during pregnancy or postpartum; and | ||||||
12 | WHEREAS, Rep. Flowers spoke passionately for the needs of | ||||||
13 | all children and particularly for the rights of youth in care; | ||||||
14 | she introduced and passed a number of reforms to strengthen | ||||||
15 | and improve the Department of Children and Family Services | ||||||
16 | (DCFS) with a focus on the wellness and dignity of vulnerable | ||||||
17 | children; and | ||||||
18 | WHEREAS, Rep. Flowers worked hard on behalf of seniors on | ||||||
19 | fixed incomes and families with modest incomes, creating the | ||||||
20 | Energy Assistance Act to help people afford home heating costs | ||||||
21 | and supporting new resources to help older adults stay in | ||||||
22 | their homes; and |

1 | WHEREAS, Rep. Flowers has made history with her 40 years | ||||||
2 | of service to the State of Illinois and has carved out a legacy | ||||||
3 | of fighting for marginalized groups; her commitment to her | ||||||
4 | community and the people of Illinois has been clear throughout | ||||||
5 | each decade of her career; she has sponsored legislation to | ||||||
6 | expand healthcare access, promote equity and diversity in | ||||||
7 | hiring, and tackle childhood hunger; therefore, be it | ||||||
8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
9 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
10 | we congratulate Representative Mary E. Flowers on her | ||||||
11 | retirement from the Illinois House of Representatives, and we | ||||||
12 | offer our profound thanks for her 40 years of dedicated | ||||||
13 | service to the people of Illinois; and be it further | ||||||
14 | RESOLVED, That a suitable copy of this resolution be | ||||||
15 | presented to Rep. Flowers as an expression of our esteem and | ||||||
16 | respect. |
