HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Rise
4Dawn Jones, Ph.D. of Elgin, who passed away on December 7,
52024; and
 
6    WHEREAS, Dr. Jones, a lifelong resident of Elgin, was born
7to Drs. Charles and Ann Jones; she attended Larkin High School
8in Elgin, where she sang in the chorus; she earned her
9bachelor's degree in Psychology from the University of
10Illinois, her master's degree in Public Management and Policy
11from Carnegie Mellon University, and her Ph.D. in Public
12Policy Analysis from the University of Illinois in 1995; and
 
13    WHEREAS, Dr. Jones was an entrepreneur, a consultant, a
14civic and community leader, a tireless advocate for children
15in underserved communities, a fighter for racial and social
16justice, and a singer with a powerful voice; after earning her
17Ph.D., she started a consulting business, Evaluation
18Solutions, Inc., which was focused on areas she considered
19important, such as violence prevention, public health, and
20school policy; and
 
21    WHEREAS, Dr. Jones played an active role at Elgin
22Community College (ECC) from high school until her passing;

1she taught music at ECC and served on its board from 2012 to
22013; she co-founded Hamilton Wings, an in-residence ensemble
3of ECC that provides numerous after-school programs for
4socially and economically underserved children, to honor her
5father, whose middle name was Hamilton, in 1996; her group
6became best known for creating Students Creating Opera to
7Reinforce Education (SCORE!), a program that gives students
8aged 10 to 13 the opportunity to learn how to write and stage
9their own operas, which are performed annually at ECC; and
 
10    WHEREAS, Dr. Jones was active in the Elgin Area Chamber of
11Commerce, serving on its board of directors since 2022, and
12she was planning to run for another three-year term; she also
13served as a board member of the Elgin YWCA for six years,
14developed the Y Walk fundraiser, and was involved with youth
15and women's leadership programs; and
 
16    WHEREAS, Dr. Jones was known for her rich, operatic voice,
17and she sang extensively for local service groups, charitable
18organizations, and nonprofits, often for little or no pay; she
19produced programs with themes of inclusion and social and
20racial justice, and she covered a range of songs, from
21Broadway show tunes to traditional African American art songs;
22and
 
23    WHEREAS, Dr. Jones received numerous accolades during her

1lifetime, including the Margaret Hillis Award in 2013, the
2Elgin Area Chamber of Commerce's 2024 Volunteer of the Year,
3and the declaration of January 4, 2025 as Rise Jones Day by the
4Elgin City Council; and
 
5    WHEREAS, Dr. Jones was a beloved family member, friend,
6colleague, mentor, and advocate for young people in the arts;
7she touched countless lives with her infectious joy, her
8unwavering dedication, and her remarkable ability to foster
9collaboration and creativity within her community; she will be
10remembered for making a lasting impact on the Elgin community;
11therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we mourn the passing of Rise Dawn Jones, Ph.D. and extend our
15sincere condolences to her family, friends, and all who knew
16and loved her; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the family of Dr. Jones as an expression of our
19deepest sympathy.
