Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative for terms totalling more than 12 years in each office. Provides that a person may not be elected to any single Executive Branch office for terms totalling more than 8 years in each office. Provides that service prior to the date of the adoption of the amendment shall be considered in the calculation of a person's service. Provides that any person in office at the time of the adoption of this amendment to the Illinois Constitution who meets the specified term limitation shall be allowed to complete his or her term of office. Proposes to amend the Finance Article of the Illinois Constitution. Provides that the Auditor General shall serve a term of 4 years (rather than 10 years), and shall not be eligible for reappointment. Specifies that the provision shall apply to service as Auditor General prior to the adoption of the amendment. Provides further requirements concerning any person serving as the Auditor General at the time of the adoption of the amendment. Effective upon being declared adopted.

5 | | SENATE CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption |
8 | | of this resolution a proposition to add Section 2.5 to Article |
9 | | IV, amend Section 2 of Article V, and amend Section 3 of |
10 | | Article VIII of the Illinois Constitution as follows:

4 | | SECTION 2. TERMS
|
5 | | (a) These elected officers of the Executive Branch shall |
6 | | hold office for
four years beginning on the second Monday of |
7 | | January after their
election and, except in the case of the |
8 | | Lieutenant Governor, until their
successors are qualified. |
9 | | They shall be elected at the general election
in 1978 and every |
10 | | four years thereafter. |
11 | | (b) A person may not be elected to any single Executive |
12 | | Branch office for terms totalling more than 8 years in each |
13 | | office. Service prior to the date of the adoption of this |
14 | | amendment to the Illinois Constitution shall be considered in |
15 | | the calculation of a person's service. Any person in office at |

1 | | SECTION 3. STATE AUDIT AND AUDITOR GENERAL
|
2 | | (a) The General Assembly shall provide by law for the |
3 | | audit of the
obligation, receipt and use of public funds of the |
4 | | State. The General
Assembly, by a vote of three-fifths of the |
5 | | members elected to each
house, shall appoint an Auditor |
6 | | General and may remove him for cause by
a similar vote. The |
7 | | Auditor General shall serve for a single term of 4 ten years , |
8 | | and shall not be eligible for reappointment. Service prior to |
9 | | the date of the adoption of this amendment to the Illinois |
10 | | Constitution shall be considered in the calculation of a |
11 | | person's service. Any person in office at the time of the |
12 | | adoption of this amendment to the Illinois Constitution, if |
13 | | that person has not yet served 4 years in office, shall be |
14 | | allowed to complete a 4-year term of office. If the person in |
15 | | office as Auditor General at the time of the adoption of this |
16 | | amendment to the Illinois Constitution has served 4 years or |
17 | | more as Auditor General, that person's term of office shall |
18 | | end upon the declaration of the adoption of this amendment .

19 | | His compensation shall be established by law and shall not be
|
20 | | diminished, but may be increased, to take effect during his |
21 | | term.
|
22 | | (b) The Auditor General shall conduct the audit of public |
23 | | funds of
the State. He shall make additional reports and |
24 | | investigations as
directed by the General Assembly. He shall |
25 | | report his findings and
recommendations to the General |
26 | | Assembly and to the Governor.
