SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new
ILCON Art. V, Sec. 2

    Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of State Senator or State Representative or a combination of those offices for more than 20 years; provided that service before the second Wednesday in January of 2021 shall not be considered in the calculation of a person's service. Proposes to amend the Executive Article of the Illinois Constitution. Prohibits an executive branch officer from serving more than 2 consecutive terms in the same executive branch office. Effective upon being declared adopted. Applies to the election of executive branch officers in 2024 and thereafter.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend the Illinois
9Constitution by adding Section 2.5 to Article IV and by
10changing Section 2 of Article 5 as follows:

THE LEGISLATURE

13    (ILCON Art. IV, Sec. 2.5 new)
14SECTION 2.5. TERM LIMITS
15    A person may not hold the office of State Senator or State
16Representative or a combination of those offices for more than
1720 years; provided that service before the second Wednesday in
18January of 2021 shall not be considered in the calculation of a
19person's service.

THE EXECUTIVE

2SECTION 2. TERMS
3    (a) These elected officers of the Executive Branch shall
4hold office for four years beginning on the second Monday of
5January after their election and, except in the case of the
6Lieutenant Governor, until their successors are qualified.
7They shall be elected at the general election in 1978 and every
8four years thereafter.
9    (b) A person may not serve more than 2 consecutive terms of
10office within the same Executive Branch office. A person who
11has served 2 consecutive terms within the same Executive
12Branch office may not serve another term of office in that
13office until 8 years after the conclusion of the person's
14second consecutive term.
15    A person is considered to serve a term of office for the
16purpose of this subsection if the person is elected or
17appointed to serve any portion of the term.

SCHEDULE
20    This Constitutional Amendment takes effect upon being
21declared adopted in accordance with Section 7 of the Illinois
22Constitutional Amendment Act and applies to the election of
23officers of the executive branch in 2024 and thereafter.
