SYNOPSIS AS INTRODUCED:
 
20 ILCS 5160/10-10

    Amends the Kidney Disease Prevention and Education Task Force Act. Provides that the Kidney Disease Prevention and Education Task Force shall submit its final report to the General Assembly on or before March 1, 2025 (rather than December 31, 2023) and, upon the filing of its final report, is dissolved. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Kidney Disease Prevention and Education
5Task Force Act is amended by changing Section 10-10 as
6follows:
 
7    (20 ILCS 5160/10-10)
8    (Section scheduled to be repealed on June 1, 2026)
9    Sec. 10-10. Kidney Disease Prevention and Education Task
10Force.
11    (a) There is hereby established the Kidney Disease
12Prevention and Education Task Force to work directly with
13educational institutions to create health education programs
14to increase awareness of and to examine chronic kidney
15disease, transplantations, living and deceased kidney
16donation, and the existing disparity in the rates of those
17afflicted between Caucasians and minorities.
18    (b) The Task Force shall develop a sustainable plan to
19raise awareness about early detection, promote health equity,
20and reduce the burden of kidney disease throughout the State,
21which shall include an ongoing campaign that includes health
22education workshops and seminars, relevant research, and
23preventive screenings and that promotes social media campaigns

1and TV and radio commercials.
2    (c) Membership of the Task Force shall be as follows:
3        (1) one member of the Senate, appointed by the Senate
4    President, who shall serve as Co-Chair;
5        (2) one member of the House of Representatives,
6    appointed by the Speaker of the House, who shall serve as
7    Co-Chair;
8        (3) one member of the House of Representatives,
9    appointed by the Minority Leader of the House;
10        (4) one member of the Senate, appointed by the Senate
11    Minority Leader;
12        (5) one member representing the Department of Public
13    Health, appointed by the Governor;
14        (6) one member representing the Department of
15    Healthcare and Family Services, appointed by the Governor;
16        (7) one member representing a medical center in a
17    county with a population of more 3 million residents,
18    appointed by the Co-Chairs;
19        (8) one member representing a physician's association
20    in a county with a population of more than 3 million
21    residents, appointed by the Co-Chairs;
22        (9) one member representing a not-for-profit organ
23    procurement organization, appointed by the Co-Chairs;
24        (10) one member representing a national nonprofit
25    research kidney organization in the State of Illinois,
26    appointed by the Co-Chairs;

1        (11) the Secretary of State or his or her designee;
2        (12) one member who is a dialysis patient, appointed
3    by the Co-Chairs;
4        (13) one member who is a chronic kidney disease
5    patient, appointed by the Co-Chairs;
6        (14) one member who is a kidney transplant recipient,
7    appointed by the Co-Chairs;
8        (15) one member who is a representative of a program
9    working to break down barriers to transplant care in the
10    African American community through access to education,
11    resources, and transplant care, appointed by the
12    Co-Chairs; and
13        (16) one member who is a representative of a
14    nationwide, non-profit organization with membership for
15    dialysis and pre-dialysis patients and their families,
16    appointed by the Co-Chairs.
17    (d) Members of the Task Force shall serve without
18compensation.
19    (e) The Department of Public Health shall provide
20administrative support to the Task Force.
21    (f) The Task Force shall submit its final report to the
22General Assembly on or before March 1, 2025 December 31, 2023
23and, upon the filing of its final report, is dissolved.

25    Section 99. Effective date. This Act takes effect upon
26becoming law.
