Creates the Entertainment Industry Worker Training Center Act. Provides that the Department of Labor, in consultation with the International Alliance of Theatrical Stage Employees and the Chicago Entertainment Industry Labor Council, shall create the Entertainment Industry Worker Training Center. Provides that the Center shall provide the space and the technology for specified training programs. Provides that subject to appropriation, the Department shall purchase a building needed for hands on training, or the renovation of an existing building, to be developed in an urban area, and within safe walking distance to public transportation.

1 | | AN ACT concerning employment.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Entertainment Industry Worker Training Center Act. |
6 | | Section 5. Purpose. The purpose of this Act is as follows: |
7 | | (1) to build an Entertainment Industry Worker Training |
8 | | Center that will be a model for the nation; |
9 | | (2) to create jobs with a skilled, trained, and |
10 | | diverse workforce that will serve the growing |
11 | | entertainment industry in Chicago and the State of |
12 | | Illinois; |
13 | | (3) to help create an awareness of, and a threshold |
14 | | to, an entertainment industry career; and |
15 | | (4) to provide a center for the entertainment industry |
16 | | for ongoing training, both in updating entertainment |
17 | | industry craft skills and providing seminars focused on |
18 | | diversity, equity and inclusion, anti-harassment, and |
19 | | modern workforce civility. |
20 | | Section 10. Programs. The Department of Labor, in |
21 | | consultation with the International Alliance of Theatrical |
22 | | Stage Employees and the Chicago Entertainment Industry Labor |

1 | | Council, shall create the Entertainment Industry Worker |
2 | | Training Center. The Center shall provide the space and the |
3 | | technology for training programs as follows: |
4 | | (1) a 3-year educational program to provide specific |
5 | | skill set training for 25 to 50 participants annually with |
6 | | a weekly stipend during the training and job referral |
7 | | services upon successful completion. This program shall |
8 | | include: (i) diversity, equity-inclusion, and |
9 | | anti-harassment training; (ii) rigging training, including |
10 | | motor and computerized rigging in all theatrical settings; |
11 | | (iii) sound production training, including digital audio; |
12 | | (iv) lighting training, including intelligent lighting; |
13 | | and (v) Occupational Safety and Health Administration |
14 | | training and general workplace safety; and |
15 | | (2) ongoing training for hundreds of skilled |
16 | | professionals, so they can be more successful in their |
17 | | fields, including, but not limited to, ongoing training |
18 | | for stagehands, studio mechanics, hair and make-up |
19 | | artists, wardrobe, television production workers, |
20 | | cinematographers, editors, animators, scenic artists, |
21 | | camera operators, and audio-visual workers. |
22 | | Section 15. Building. Subject to appropriation, the |
23 | | Department of Labor, in consultation with the International |
24 | | Alliance of Theatrical Stage Employees and the Chicago |
25 | | Entertainment Industry Labor Council, shall purchase a |
