Amends the General Assembly Organization Act. Provides that until January 1, 2023, the General Assembly shall not enact any law creating any new unit of local government. Repeals the Section on January 1, 2023. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The General Assembly Organization Act is |
5 | | amended by changing Section 3.2 as follows: |
6 | | (25 ILCS 5/3.2) |
7 | | Sec. 3.2. Prohibition on creating new units of local |
8 | | government. Until January 1, 2023 4 years after the effective |
9 | | date of this amendatory Act of the 99th General Assembly , the |
10 | | General Assembly shall not enact any law creating any new unit |
11 | | of local government, including, but not limited to, the |
12 | | division of existing units of local government. This Section |
13 | | shall not apply to the creation of a new unit of local |
14 | | government from the consolidation of 2 or more pre-existing |
15 | | units of local government. This Section is repealed on January |
16 | | 1, 2023.
