1 | AN ACT concerning government.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Department of Natural Resources Act is | ||||||
5 | amended by changing Section 20-10 as follows:
| ||||||
6 | (20 ILCS 801/20-10)
| ||||||
7 | Sec. 20-10. Board of the Illinois State Museum.
| ||||||
8 | (a) Within the Department there shall be a Board of the | ||||||
9 | Illinois State
Museum, composed of 11 persons, one of whom | ||||||
10 | shall be a senior citizen age 60 or
over. The Board shall be | ||||||
11 | composed of 9 representatives of the natural
sciences, | ||||||
12 | anthropology, art, and business, qualified by at least 10 | ||||||
13 | years of
experience in practicing or teaching their several | ||||||
14 | professions; one senior
citizen; and the Director of Natural | ||||||
15 | Resources or the Director's designee.
Members of the Board | ||||||
16 | shall be appointed by the Governor with the advice and
consent | ||||||
17 | of the Senate and shall serve for 2-year terms.
| ||||||
18 | The transfer of the Board to the Department under this Act | ||||||
19 | does not terminate
or otherwise affect the term of membership | ||||||
20 | of any member of the Board, except
that the former Director of | ||||||
21 | Energy and Natural Resources is replaced by the
Director of | ||||||
22 | Natural Resources.

23 | (b) The Board shall:

1 | (1) advise the Director of the Department in all | ||||||
2 | matters pertaining to
maintenance, extension and | ||||||
3 | usefulness of the Illinois State Museum;
| ||||||
4 | (2) make recommendations concerning the appointment of | ||||||
5 | a new museum
director whenever a vacancy occurs in that | ||||||
6 | position; and
| ||||||
7 | (3) (blank); fix the salaries of the administrative, | ||||||
8 | scientific, and technical
staff of the Illinois State | ||||||
9 | Museum; and
| ||||||
10 | (4) review the budget and approve budget requests of | ||||||
11 | the Illinois State
Museum and make recommendations with | ||||||
12 | reference thereto to the Governor through
the Director of | ||||||
13 | the Department.
| ||||||
14 | (c) (Blank). The approval of the Board of the Illinois | ||||||
15 | State Museum is necessary for
the appointment of the | ||||||
16 | administrative, scientific, and technical staff of the
| ||||||
17 | Illinois State Museum and for the making of any change in the | ||||||
18 | salary of any
person on that staff.

20 | Section 10. The Illinois Conservation Foundation Act is | ||||||
21 | amended by changing Section 5 as follows:

22 | (20 ILCS 880/5)
| ||||||
23 | Sec. 5. Creation of Foundation. The General Assembly | ||||||
24 | authorizes the
Department of Natural Resources, in accordance |

| |||||||
1 | with
Section 10 of the State Agency Entity Creation Act, to | ||||||
2 | create the Illinois
Conservation Foundation. Under this | ||||||
3 | authority, the Department of Natural
Resources shall create | ||||||
4 | the Illinois Conservation Foundation
as a not-for-profit | ||||||
5 | foundation. The Department shall file
articles of | ||||||
6 | incorporation as required under the General Not For Profit
| ||||||
7 | Corporation Act of 1986 to create the Foundation. The
| ||||||
8 | Foundation's Board of Directors shall be appointed as follows: | ||||||
9 | 2 by the
President of the Illinois Senate; 2 by the Minority | ||||||
10 | Leader of the Illinois
Senate; 2 by the Speaker of the Illinois | ||||||
11 | House of Representatives; 2 by the
Minority Leader of the | ||||||
12 | Illinois House of Representatives; and 4 by the
Governor. Each | ||||||
13 | appointing individual shall have: one two-year term and one | ||||||
14 | three-year term appointment. The Governor shall have 4 | ||||||
15 | four-year term appointments. Vacancies shall be filled by the | ||||||
16 | official who made the
recommendation for the vacated | ||||||
17 | appointment. The Director of Natural
Resources shall chair the | ||||||
18 | Board of Directors of the Foundation. No member of
the Board
of | ||||||
19 | Directors may receive compensation for his or her services to | ||||||
20 | the
Foundation.
