SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Charlotte W. Baxter of Woodstock, who passed away on September 8, 2018; and

WHEREAS, Charlotte Baxter was born to Walter and Nelle (Madigan) Wilson on May 22, 1933 and grew up on a farm in Champaign; she attended a one-room schoolhouse in Dunham and Champaign Central High School; she graduated from the Burnham School of Nursing in Champaign in 1954 and married Darrell Baxter in Champaign on May 15, 1954; she and Darrell had four children, and after living in Washington D.C., Urbana, and Beloit, Wisconsin, the family finally settled in Woodstock, their home for 49 years; and

WHEREAS, Charlotte Baxter worked for Woodstock Memorial Hospital and the Woodstock Medical Center; she also worked part time during her retirement years at the Craig Woods Golf Course; and

WHEREAS, Charlotte Baxter spent many Friday nights during the fall in the stands cheering on her husband's high school football teams; she was an avid fan of the Chicago Cubs; she was proud of her Irish heritage and enjoyed visiting Ireland with her husband; she also enjoyed playing bridge, golf, taking long walks, writing, and family vacations to Door County, Wisconsin; she was a member of the First United Methodist Church in Woodstock; and

WHEREAS, Charlotte Baxter was preceded in death by her parents; her husband of 52 years, Darrell; her siblings, Josephine, James, Paul, Walter, Max, and Thomas; her in-laws, Kenneth "KD" and Zelda Baxter; her sister-in-law, MaryAnn Baxter; and her brother-in-law, Eddie Fair; and

WHEREAS, Charlotte Baxter is survived by her sons, Kirk (David), Kip (Kathy), and Ken (Jodi); her daughter, Kelly (Tom) Mitchell; her grandchildren, Chelsea (Brett) Oates, Keil Mitchell, Kelsey (Ben) Caldwell, Kylie (JayJay) Ruiz, Andrew Baxter, and Sarah Baxter; her great-grandchildren, Mia and Braxton Ruiz, Charlotte "Charlee" Oates, and soon-to-be, Baby Caldwell and Baby Oates; her sister and brother-in-law, Bette and Johnny Murray; her sisters-in-law, Diane Baxter and Janice Fair; her brother-in-law, Frank "Sank" Baxter; and numerous nieces and nephews; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Charlotte W. Baxter, and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Charlotte Baxter as an expression of our deepest sympathy.
