2 | | WHEREAS, The United States of America was founded on the |
3 | | principles of an open and participatory
government; and

4 | | WHEREAS, The First Amendment of the U.S. Constitution |
5 | | guarantees the rights of freedom of speech,
religion, press, |
6 | | assembly, and petition; and

7 | | WHEREAS, Every citizen in our participatory democracy has |
8 | | an inherent right to access to government
meetings and public |
9 | | records; and
|
10 | | WHEREAS, An open and accessible government is vital to |
11 | | establishing and maintaining the people's trust
and confidence |
12 | | in their government and in the government's ability to |
13 | | effectively serve its citizens; and |
14 | | WHEREAS, The protection of every person's right of access |
15 | | to public records and government meetings is
an important part |
16 | | of a representative democracy; and

17 | | WHEREAS, Illinois units of government should strive for |
18 | | openness and transparency in all aspects of their
operations |
19 | | and seek to set a standard in this regard; and
