2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of William E. "Ernie" Chappel of Ramsey, who |
4 | | passed away on January 25, 2017; and
|
5 | | WHEREAS, William Chappel was born in Springfield to William |
6 | | Lenval and Mary Louise (Lucco) Chappel on September 8, 1950 and |
7 | | grew up on a farm near Pocahontas; he graduated from |
8 | | Pocahontas/Grant Fork Grade School and Highland High School in |
9 | | 1968; he earned his Bachelor of Science from the University of |
10 | | Illinois in 1972 and his Master of Business Administration from |
11 | | Southern Illinois University Edwardsville in 1978; he was a |
12 | | member of the Alpha Gamma Rho Fraternity; he married Tamara D. |
13 | | Meador-Lape in Vandalia on March 26, 1999; and
|
14 | | WHEREAS, William Chappel began his banking career in 1971 |
15 | | with a part-time job wrapping coins in the basement of |
16 | | Champaign National Bank; his first full-time position in |
17 | | banking was with the First National Bank (now First Bank) in |
18 | | Greenville; in 1978, he moved to Vandalia and was named Senior |
19 | | Vice-President of the Farmers and Merchants Bank; he became |
20 | | President in 1981; when the bank was sold in 1984, he remained |
21 | | as President of both the Vandalia and Greenville Banks; in |
22 | | 1990, he resigned and became President of the First National |
23 | | Bank in Vandalia; most recently, he was on the Board of |

1 | | Directors of The First National Bank in Vandalia; and
|
2 | | WHEREAS, William Chappel was a member of Metro Church; he |
3 | | was active in his community, including with the Rotary Club, |
4 | | the Fayette County
Family YMCA, the Chamber of Commerce, the |
5 | | Office of Economic Development, the Park District, and the I-70 |
6 | | Community Development Corp; he was also involved with the |
7 | | Kaskaskia College Foundation as the Co-Chair for their capital |
8 | | campaign for the new satellite campus in Vandalia; he was on |
9 | | the Greenville Regional Hospital Board of Directors, CBAI, and |
10 | | the St. Louis Federal Reserve Board of Directors; and
|
11 | | WHEREAS, William Chappel was preceded in death by his |
12 | | parents and his sister, Cynthia K. "Cindy" Chappel; and
|
13 | | WHEREAS, William Chappel is survived by his wife, Tammy; |
14 | | his children, Christopher J. "Chris" (Beth) Chappel, William |
15 | | Ryan Chappel, Melissa D. (Ken) Lounsbury, Megan K. (Kyle) |
16 | | Miller, Lesley L. Lape, and Adam E. Lape; his grandchildren, |
17 | | Jack, Dylan, Elijah, Lydia, Brynley, Jaelyn, Peyton, and one on |
18 | | the way; and his sisters, Gena (Jeff) Moore, and Cari (Jeff) |
19 | | Outman; therefore, be it

20 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL |
21 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
22 | | William E. "Ernie" Chappel, and extend our sincere condolences |
