SYNOPSIS AS INTRODUCED:
 

 
225 ILCS 310/4.7 new

     Amends the Interior Design Title Act. Provides that a registered interior designer shall have a seal or stamp containing his or her name, registration number, and the words "Registered Interior Designer of Illinois". Provides that the registered interior designer shall be responsible for his or her seal and signature. Provides that the seal may be generated by the computer for technical submissions. Provides that the use of a registered interior designer's seal on technical submissions constitutes a representation by the registered interior designer that the work has been prepared by or under the personal supervision of the registered interior designer or developed in conjunction with the use of accepted interior design standards. Provides that it is unlawful to affix one's seal to technical submissions if it masks the true identity of the person who actually exercised direction, control, and supervision of the preparation of work. Effective January 1, 2019.

1    AN ACT concerning regulation.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
4    Section 5. The Interior Design Title Act is amended  by 
5adding Section 4.7 as follows:
 
6    (225 ILCS 310/4.7 new)
7    Sec. 4.7. Registered interior designer seal. Every 
8registered interior designer shall have a seal or stamp, the 
9print of which shall be reproducible and contain the name of 
10the registered interior designer, the registered interior 
11designer's registration number, and the words "Registered 
12Interior Designer of Illinois". The registered interior 
13designer shall be responsible for his or her seal and signature 
14as defined by rule. When technical submissions are prepared 
15utilizing a computer or other electronic means, the seal may be 
16generated by the computer. The registered interior designer may 
17provide, at his or her sole discretion, an original signature 
18in the registered interior designer's handwriting, a scanned 
19copy of the technical submission bearing an original signature, 
20or a signature generated by a computer.
21    The use of a registered interior designer's seal on 
22technical submissions constitutes a representation by the 
23registered interior designer that the work has been prepared by

1or under the personal supervision of the registered interior 
2designer or developed in conjunction with the use of accepted 
3interior design standards. The use of the seal further 
4represents that the work has been prepared and administered in 
5accordance with the standards of reasonable professional skill 
6and diligence. 
7    It is unlawful to affix one's seal to technical submissions 
8if it masks the true identity of the person who actually 
9exercised direction, control, and supervision of the 
10preparation of such work. A registered interior designer who 
11seals and signs technical submissions is not responsible for 
12damage caused by subsequent changes to or uses of those 
13technical submissions, where the subsequent changes or uses, 
14including changes or uses made by State or local governmental 
15agencies, are not authorized or approved by the registered 
16interior designer who originally sealed and signed the 
17technical submissions. 
 

18    Section 99. Effective date. This Act takes effect January 
191, 2019.
