1 | AN ACT concerning health.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Environmental Protection Act is amended by | ||||||
5 | adding Section 56.8 as follows: | ||||||
6 | (415 ILCS 5/56.8 new) | ||||||
7 | Sec. 56.8. Pharmaceutical Disposal Task Force. | ||||||
8 | (a) The Pharmaceutical Disposal Task Force is created. The | ||||||
9 | Task Force shall coordinate a statewide public information | ||||||
10 | campaign to highlight the benefits of and opportunities to | ||||||
11 | properly dispose of pharmaceutical products. The campaign | ||||||
12 | shall be implemented by the Agency, in coordination with the | ||||||
13 | Department of Public Health and the Illinois State Board of | ||||||
14 | Education. The publicity of the campaign shall include, as | ||||||
15 | appropriate, opportunities to properly dispose of | ||||||
16 | pharmaceutical products provided by: | ||||||
17 | (1) local police departments and local governments, | ||||||
18 | (2) pharmacies, | ||||||
19 | (3) long-term hazardous waste facilities, | ||||||
20 | (4) hazardous-waste collection events, | ||||||
21 | (5) the Agency, | ||||||
22 | (6) the federal Drug Enforcement Administration, and | ||||||
23 | (7) other public or private efforts to properly dispose |

1 | of pharmaceuticals. | ||||||
2 | The campaign shall address students, seniors, and at-risk | ||||||
3 | populations and shall outline the public health benefits of | ||||||
4 | proper disposal of unused pharmaceutical products and the | ||||||
5 | dangers and risks of their improper disposal. | ||||||
6 | (b) The Task Force shall consist of the following members | ||||||
7 | appointed by the Director of the Agency: | ||||||
8 | (1) one representative of the Agency, who shall serve | ||||||
9 | as the chair of the Task Force; | ||||||
10 | (2) one representative of the Department of Public | ||||||
11 | Health; | ||||||
12 | (3) one representative of the Illinois State Board of | ||||||
13 | Education; | ||||||
14 | (4) one representative of a statewide organization | ||||||
15 | representing pharmacists; | ||||||
16 | (5) one representative of a statewide organization | ||||||
17 | representing agricultural interests; | ||||||
18 | (6) one representative of a statewide organization | ||||||
19 | representing environmental concerns; | ||||||
20 | (7) one representative of a statewide organization | ||||||
21 | representing physicians licensed to practice medicine in | ||||||
22 | all its branches; | ||||||
23 | (8) one representative of a statewide organization | ||||||
24 | representing coroners; | ||||||
25 | (9) one representative of a statewide organization | ||||||
26 | representing pharmaceutical manufacturers; and |

1 | (10) one representative of a statewide organization | ||||||
2 | representing retailers. | ||||||
3 | If a vacancy occurs in the Task Force membership, the | ||||||
4 | vacancy shall be filled in the same manner as the original | ||||||
5 | appointment. Task Force members shall not receive compensation | ||||||
6 | for their service on the Task Force. The Agency shall provide | ||||||
7 | the Task Force with administrative and other support. | ||||||
8 | (c) This Section is repealed on December 31, 2022.
