14 | | learners. An applicant who holds a comparable and valid |
15 | | educator license or certificate from another state must |
16 | | submit verification to the State Board of Education that |
17 | | the applicant has completed coursework concerning methods |
18 | | of instruction of the exceptional child, methods of reading |
19 | | and reading in the content area, and instructional |
20 | | strategies for English learners. |
21 | | (2) Have a degree from a regionally accredited |
22 | | institution of higher education. |

6 | | rules, at the time of initial licensure in another state |
7 | | shall not be required to complete a test of content. |
8 | | Applicants for a teaching endorsement who have |
9 | | successfully completed an evidence-based assessment of |
10 | | teacher effectiveness, as defined by rules, at the time of |
11 | | initial licensure in another state shall not be required to |
12 | | complete an evidence-based assessment of teacher |
13 | | effectiveness. |
14 | | (7) For applicants for a teaching endorsement, have |
15 | | completed student teaching or an equivalent experience or, |
16 | | for applicants for a school service personnel endorsement, |
17 | | have completed an internship or an equivalent experience. |
18 | | If one or more of the criteria in this subsection (a) are |
19 | | not met, then applicants who have not been entitled by an |
20 | | Illinois-approved educator preparation program at an Illinois |
21 | | institution of higher education who hold a valid, comparable |
22 | | certificate from another state may qualify for a provisional |
23 | | educator endorsement on an Educator License with Stipulations, |
24 | | in accordance with Section 21B-20 of this Code. |
25 | | (b) In order to receive a Professional Educator License |
26 | | endorsed in a teaching field, applicants trained in another |

1 | | country must meet all of the following requirements: |
2 | | (1) Have completed a comparable education program in |
3 | | another country. |
4 | | (2) Have had transcripts evaluated by an evaluation |

6 | | (3) Have a degree comparable to a degree from a |
7 | | regionally accredited institution of higher education. |
8 | | (4) Have completed coursework aligned to standards |
9 | | concerning methods of instruction of the exceptional |

12 | | another country leading to the receipt of a license or |
13 | | certificate for the Illinois endorsement sought. |
14 | | (2) Have successfully met all State licensure |
15 | | examination requirements, as required by Section 21B-30 of |
16 | | this Code. Applicants who have successfully completed a |
17 | | test of basic skills, as defined by rules, at the time of |
18 | | initial licensure in another state or country shall not be |
19 | | required to complete a test of basic skills. Applicants who |
20 | | have successfully completed a test of content, as defined |
21 | | by rules, at the time of initial licensure in another state |
22 | | or country shall not be required to complete a test of |

17 | | special education services. |
18 | | (3) Have successfully completed all examination |
19 | | requirements, as required by Section 21B-30 of this Code. |
20 | | Applicants who have successfully completed a test of |
21 | | content, as identified by rules, at the time of initial |
22 | | licensure in another state or country shall not be required |
23 | | to complete a test of content. |
24 | | (4) Have completed coursework aligned to standards |
25 | | concerning methods of instruction of the exceptional |
26 | | child, methods of reading and reading in the content area, |

6 | | Illinois-approved educator preparation program at an Illinois |
7 | | institution of higher education applying for a Professional |
8 | | Educator License endorsed for chief school business official |
9 | | must meet all of the following requirements: |
10 | | (1) Have completed a master's degree in school business |
11 | | management, finance, or accounting. |
12 | | (2) Have successfully completed an internship in |
13 | | school business management or have 2 years of experience as |
14 | | a school business administrator. |
15 | | (3) Have successfully met all State examination |
16 | | requirements, as required by Section 21B-30 of this Code. |
17 | | Applicants who have successfully completed a test of |
18 | | content, as identified by rules, at the time of initial |
19 | | licensure in another state or country shall not be required |
20 | | to complete a test of content. |
21 | | (4) Have completed modules aligned to standards |
22 | | concerning methods of instruction of the exceptional |
23 | | child, methods of reading and reading in the content area, |
24 | | and instructional strategies for English learners. |
25 | | A provisional educator endorsement to serve as a chief |
26 | | school business official may be affixed to an Educator License |

2 | | (c) The State Board of Education, in consultation with the |
3 | | State Educator Preparation and Licensure Board, may adopt such |
