each member elected at the |
8 | | consolidated election in 2005 or thereafter must
also be a |
9 | | resident of the trustee
district he or she represents for at |
10 | | least one year immediately preceding
his or her election, |
11 | | except that in the first consolidated election for each
trustee |
12 | | district following reapportionment, a candidate for the board
|
13 | | may be elected from any trustee district that contains a part |
14 | | of the
trustee district in which he or she resided at the time |
15 | | of the
reapportionment and may be reelected if a resident of |
16 | | the new trustee district
he
or she represents for one year |
17 | | prior to reelection.
In the event a person who is a member of a |
18 | | common school
board is elected or appointed to a board of |
19 | | trustees of a community college
district, that person shall be |
20 | | permitted to serve the remainder of his or
her term of office |
21 | | as a member of the common school board. Upon the
expiration of |
22 | | the common school board term, that person shall not be
eligible |
23 | | for election or appointment to a common school board during the
|
24 | | term of office with the community college district board of |
25 | | trustees. An individual who is found guilty of or pleads guilty |
26 | | to violating Section 1301 of the Illinois Income Tax Act is |

1 | | ineligible to serve as a member, elected or otherwise, of the |
2 | | board of trustees of any community college district.

3 | | (d) Whenever a vacancy occurs, the remaining members shall |
4 | | fill the
vacancy, and the person so appointed shall serve until |
5 | | a successor is
elected to serve the remainder of the unexpired |
6 | | term at the next regular election for board members and is |
7 | | certified in
accordance with Sections 22-17 and 22-18 of the |
8 | | Election Code. If the
remaining members fail so to act within |
9 | | 60 days after the vacancy occurs,
the chairman of the State |
10 | | Board shall fill that vacancy, and the person so
appointed |
11 | | shall serve until a successor is elected to serve the remainder |
12 | | of the unexpired term at the next regular
election for board |
13 | | members and is certified in accordance with Sections
22-17 and |
14 | | 22-18 of the Election Code. The person appointed to fill the
|
15 | | vacancy shall have the same residential qualifications as his |
16 | | predecessor
in office was required to have. In either instance, |
17 | | if the vacancy occurs
with less than 4 months remaining before |
18 | | the next scheduled consolidated
election, and the term of |
19 | | office of the board member vacating the position
is not |
20 | | scheduled to expire at that election, then the term of the |
21 | | person so
appointed shall extend through that election and |
22 | | until the succeeding
consolidated election. If the term of |
23 | | office of the board
member vacating the position is scheduled |
24 | | to expire at the upcoming
consolidated election, the appointed |
25 | | member shall serve
only until a successor is elected and |
26 | | qualified at that election.

1 | | (e) Members of the board shall serve without compensation |
2 | | but shall be
reimbursed for their reasonable expenses incurred |
3 | | in connection with
their service as members. Compensation, for |
4 | | purposes of this Section, means
any salary or other benefits |
5 | | not expressly authorized by this Act to be
provided or paid to, |
6 | | for or on behalf of members of the board. The board
of each |
7 | | community college district may adopt a policy providing for the
|
8 | | issuance of bank credit cards, for use by any board member who |
9 | | requests the
same in writing and agrees to use the card only |
10 | | for the reasonable expenses
which he or she incurs in |
11 | | connection with his or her service as a board
member. Expenses |
12 | | charged to such credit cards shall be accounted for
separately |
13 | | and shall be submitted to the chief financial officer of the
|
14 | | district for review prior to being reported to the board at its |
15 | | next
regular meeting.

16 | | (f) Except in an election of the initial board for a new |
17 | | community
college
district created pursuant to Section 6-6.1, |
18 | | the ballot for the election of
members of the board for a |
19 | | community college district shall indicate the
length of term |
20 | | for each office to be filled. In the election of a board
for |
21 | | any community college district, the ballot shall not contain |
22 | | any
political party designation.
