3 | | care professionals. |
4 | | (5) A legislative Task Force is necessary to study |
5 | | prescription opioid abuse, and to make recommendations of |
6 | | future legislation to address this issue. |
7 | | Section 10. Prescription Drug Task Force. |
8 | | (a) The Prescription Drug Task Force is created. The Task |
9 | | Force shall be composed of 25 members appointed as follows: |
10 | | (1) one member of the House of Representatives |
11 | | appointed by the Speaker of the House of Representatives; |
12 | | (2) one member of the House of Representatives |
13 | | appointed by the Minority Leader of the House of |
14 | | Representatives; |
15 | | (3) one member of the Senate appointed by the President |
16 | | of the Senate; |
17 | | (4) one member of the Senate appointed by the Minority |
18 | | Leader of the Senate; |
19 | | (5) the Secretary of Human Services or his or her |
20 | | designee; |
21 | | (6) one member from each of the following organizations |
22 | | appointed by the Secretary of Human Services from nominees |
23 | | made by the respective organization: |
24 | | (A) a statewide organization representing advanced |
25 | | practice registered nurses; |

1 | | (B) a statewide organization representing |
2 | | hospitals; |
3 | | (C) a statewide organization representing retail |
4 | | merchants; |
5 | | (D) a statewide organization representing |

7 | | (E) a statewide organization representing |
8 | | physician assistants; |
9 | | (F) a statewide organization representing |
10 | | health-system pharmacists; |
11 | | (G) a statewide organization representing |
12 | | optometrists; |
13 | | (H) a statewide organization representing |
14 | | pharmacists; |
15 | | (I) a statewide organization representing |
16 | | pharmaceutical manufacturers; |
17 | | (7) 2 members who are parents whose children have died |
18 | | from drug overdoses, appointed by the Secretary of Human |
19 | | Services; |
20 | | (8) 2 members who are selected from county sheriffs, |
21 | | municipal police chiefs, and State's Attorneys, appointed |
22 | | by the Attorney General; |
23 | | (9) one member who is a peace officer specializing in |
24 | | the enforcement of laws prohibiting the illegal |
25 | | manufacture, delivery, and possession of controlled |
26 | | substances and methamphetamine, appointed by the Director |

1 | | of State Police; |
2 | | (10) 2 members who are representatives of providers of |
3 | | addiction treatment services, appointed by the Secretary |
4 | | of Human Services; |
5 | | (11) 2 members who are public defenders, appointed by |
6 | | the Attorney General; and |
7 | | (12) 2 members who are physicians licensed to practice |
8 | | medicine in all its branches, including one physician |
9 | | specializing in pain management and one physician |
10 | | specializing in emergency medicine, nominated by a |
11 | | statewide organization representing physicians licensed to |
12 | | practice medicine in all its branches, appointed by the |
13 | | Secretary of Human Services. |
14 | | (b) The Task Force shall choose its chairperson from among |
15 | | its members and any other officers it deems appropriate. |
16 | | (c) The Task Force shall initially meet within 30 days |
17 | | after the effective date of this Act. The members of the Task |
18 | | Force shall receive no compensation for their services as |
19 | | members of the Task Force but may be reimbursed for expenses |
20 | | from appropriations made by law. |
21 | | (d) The Task Force may seek the assistance of the |
22 | | Departments of Financial and Professional Regulation and |
23 | | Public Health in performing its duties. |
24 | | (e) The Task Force shall: |
25 | | (1) study prescription opioid abuse in this State; |
26 | | (2) study the over-prescription of opioids such as |

1 | | Hydrocodone and Oxycodone; and |
2 | | (3) recommend any legislation, including amendments to |
3 | | the Illinois Controlled Substances Act, that would have the |
4 | | effect of reducing opioid addiction and abuse. |
5 | | (f) The Task Force shall focus its efforts in a manner that |
6 | | best utilizes the unique skills and perspectives of the experts |
7 | | on the Task Force. |
8 | | (g) The Task Force shall submit a report of its |
9 | | recommendations to the General Assembly on or before December |
10 | | 31, 2019. The report to the General Assembly shall be filed |
11 | | with the Clerk of the House of Representatives and the |
12 | | Secretary of the Senate in electronic form only, in the manner |
13 | | that the Clerk and the Secretary shall direct. |
14 | | (h) The Department of Human Services shall provide |
15 | | administrative and other support to the Task Force. |
16 | | (i) This Act is repealed on January 1, 2021.

17 | | Section 99. Effective date. This Act takes effect upon |
18 | | becoming law.".
