1 | AN ACT concerning education.
| ||||||||||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||||||||||
4 | Section 5. The School Code is amended by changing Sections | ||||||||||||||||||||||||||||||||
5 | 21B-15, 21B-20, 21B-35, 21B-45, and 24-14 as follows: | ||||||||||||||||||||||||||||||||
6 | (105 ILCS 5/21B-15) | ||||||||||||||||||||||||||||||||
7 | Sec. 21B-15. Qualifications of educators. | ||||||||||||||||||||||||||||||||
8 | (a) No one may be licensed to teach or supervise or be | ||||||||||||||||||||||||||||||||
9 | otherwise employed in the public schools of this State who is | ||||||||||||||||||||||||||||||||
10 | not of good character and at least 19 20 years of age. | ||||||||||||||||||||||||||||||||
11 | In determining good character under this Section, the State | ||||||||||||||||||||||||||||||||
12 | Superintendent of Education shall take into consideration the | ||||||||||||||||||||||||||||||||
13 | disciplinary actions of other states or national entities | ||||||||||||||||||||||||||||||||
14 | against certificates or licenses issued by those states and | ||||||||||||||||||||||||||||||||
15 | held by individuals from those states. In addition, any felony | ||||||||||||||||||||||||||||||||
16 | conviction of the applicant may be taken into consideration; | ||||||||||||||||||||||||||||||||
17 | however, no one may be licensed to teach or supervise in the | ||||||||||||||||||||||||||||||||
18 | public schools of this State who has been convicted of (i) an | ||||||||||||||||||||||||||||||||
19 | offense set forth in subsection (b) of Section 21B-80 of this | ||||||||||||||||||||||||||||||||
20 | Code until 7 years following the end of the sentence for the | ||||||||||||||||||||||||||||||||
21 | criminal offense or (ii) an offense set forth in subsection (c) | ||||||||||||||||||||||||||||||||
22 | of Section 21B-80 of this Code. Unless the conviction is for an | ||||||||||||||||||||||||||||||||
23 | offense set forth in Section 21B-80 of this Code, an applicant |

| |||||||
1 | must be permitted to submit character references or other | ||||||
2 | written material before such a conviction or other information | ||||||
3 | regarding the applicant's character may be used by the State | ||||||
4 | Superintendent of Education as a basis for denying the | ||||||
5 | application. | ||||||
6 | (b) No person otherwise qualified shall be denied the right | ||||||
7 | to be licensed or to receive training for the purpose of | ||||||
8 | becoming an educator because of a physical disability, | ||||||
9 | including, but not limited to, visual and hearing disabilities; | ||||||
10 | nor shall any school district refuse to employ a teacher on | ||||||
11 | such grounds, provided that the person is able to carry out the | ||||||
12 | duties of the position for which he or she applies. | ||||||
13 | (c) No person may be granted or continue to hold an | ||||||
14 | educator license who has knowingly altered or misrepresented | ||||||
15 | his or her qualifications, in this State or any other state, in | ||||||
16 | order to acquire or renew the license. Any other license issued | ||||||
17 | under this Article held by the person may be suspended or | ||||||
18 | revoked by the State Educator Preparation and Licensure Board, | ||||||
19 | depending upon the severity of the alteration or | ||||||
20 | misrepresentation. | ||||||
21 | (d) No one may teach or supervise in the public schools nor | ||||||
22 | receive for teaching or supervising any part of any public | ||||||
23 | school fund who does not hold an educator license granted by | ||||||
24 | the State Superintendent of Education as provided in this | ||||||
25 | Article. However, the provisions of this Article do not apply | ||||||
26 | to a member of the armed forces who is employed as a teacher of |

1 | subjects in the Reserve Officers' Training Corps of any school, | ||||||
2 | nor to an individual teaching a dual credit course as provided | ||||||
3 | for in the Dual Credit Quality Act. | ||||||
4 | (e) Notwithstanding any other provision of this Code, the | ||||||
5 | school board of a school district may grant to a teacher of the | ||||||
6 | district a leave of absence with full pay for a period of not | ||||||
7 | more than one year to permit the teacher to teach in a foreign | ||||||
8 | state under the provisions of the Exchange Teacher Program | ||||||
9 | established under Public Law 584, 79th Congress, and Public Law | ||||||
10 | 402, 80th Congress, as amended. The school board granting the | ||||||
11 | leave of absence may employ, with or without pay, a national of | ||||||
12 | the foreign state wherein the teacher on the leave of absence | ||||||
13 | is to teach if the national is qualified to teach in that | ||||||
14 | foreign state and if that national is to teach in a grade level | ||||||
15 | similar to the one that was taught in the foreign state. The | ||||||
16 | State Board of Education, in consultation with the State | ||||||
17 | Educator Preparation and Licensure Board, may adopt rules as | ||||||
18 | may be necessary to implement this subsection (e).

20 | (105 ILCS 5/21B-20) | ||||||
21 | Sec. 21B-20. Types of licenses. Before July 1, 2013, the | ||||||
22 | State Board of Education shall implement a system of educator | ||||||
23 | licensure, whereby individuals employed in school districts | ||||||
24 | who are required to be licensed must have one of the following | ||||||
25 | licenses: (i) a professional educator license; (ii) a |
| |||||||
| |||||||
1 | professional educator license with stipulations; or (iii) a | ||||||
2 | substitute teaching license. References in law regarding | ||||||
3 | individuals certified or certificated or required to be | ||||||
4 | certified or certificated under Article 21 of this Code shall | ||||||
5 | also include individuals licensed or required to be licensed | ||||||
6 | under this Article. The first year of all licenses ends on June | ||||||
7 | 30 following one full year of the license being issued. | ||||||
8 | The State Board of Education, in consultation with the | ||||||
9 | State Educator Preparation and Licensure Board, may adopt such | ||||||
10 | rules as may be necessary to govern the requirements for | ||||||
11 | licenses and endorsements under this Section. | ||||||
12 | (1) Professional Educator License. Persons who (i) | ||||||
13 | have successfully completed an approved educator | ||||||
14 | preparation program and are recommended for licensure by | ||||||
15 | the Illinois institution offering the educator preparation | ||||||
16 | program, (ii) have successfully completed the required | ||||||
17 | testing under Section 21B-30 of this Code, (iii) have | ||||||
18 | successfully completed coursework on the psychology of, | ||||||
19 | the identification of, and the methods of instruction for | ||||||
20 | the exceptional child, including without limitation | ||||||
21 | children with learning disabilities, (iv) have | ||||||
22 | successfully completed coursework in methods of reading | ||||||
23 | and reading in the content area, and (v) have met all other | ||||||
24 | criteria established by rule of the State Board of | ||||||
25 | Education shall be issued a Professional Educator License. | ||||||
26 | All Professional Educator Licenses are valid until June 30 |

| |||||||
1 | immediately following 5 years of the license being issued. | ||||||
2 | The Professional Educator License shall be endorsed with | ||||||
3 | specific areas and grade levels in which the individual is | ||||||
4 | eligible to practice. | ||||||
5 | Individuals can receive subsequent endorsements on the | ||||||
6 | Professional Educator License. Subsequent endorsements | ||||||
7 | shall require a minimum of 24 semester hours of coursework | ||||||
8 | in the endorsement area, unless otherwise specified by | ||||||
9 | rule, and passage of the applicable content area test. | ||||||
10 | (2) Educator License with Stipulations. An Educator | ||||||
11 | License with Stipulations shall be issued an endorsement | ||||||
12 | that limits the license holder to one particular position | ||||||
13 | or does not require completion of an approved educator | ||||||
14 | program or both. | ||||||
15 | An individual with an Educator License with | ||||||
16 | Stipulations must not be employed by a school district or | ||||||
17 | any other entity to replace any presently employed teacher | ||||||
18 | who otherwise would not be replaced for any reason. | ||||||
19 | An Educator License with Stipulations may be issued | ||||||
20 | with the following endorsements: | ||||||
21 | (A) Provisional educator. A provisional educator | ||||||
22 | endorsement in a specific content area or areas on an | ||||||
23 | Educator License with Stipulations may be issued to an | ||||||
24 | applicant who holds an educator license from another | ||||||
25 | state, U.S. territory, or foreign country and who, at | ||||||
26 | the time of applying for an Illinois license, does not |

| |||||||
1 | meet the minimum requirements under Section 21B-35 of | ||||||
2 | this Code, but does, at a minimum, meet the following | ||||||
3 | requirements: | ||||||
4 | (i) Holds the equivalent of a minimum of a | ||||||
5 | bachelor's degree, unless a master's degree is | ||||||
6 | required for the endorsement, from a regionally | ||||||
7 | accredited college or university or, for | ||||||
8 | individuals educated in a country other than the | ||||||
9 | United States, the equivalent of a minimum of a | ||||||
10 | bachelor's degree issued in the United States, | ||||||
11 | unless a master's degree is required for the | ||||||
12 | endorsement. | ||||||
13 | (ii) Has passed or passes a test of basic | ||||||
14 | skills and content area test prior to or within one | ||||||
15 | year after issuance of the provisional educator | ||||||
16 | endorsement on the Educator License with | ||||||
17 | Stipulations. If an individual who holds an | ||||||
18 | Educator License with Stipulations endorsed for | ||||||
19 | provisional educator has not passed a test of basic | ||||||
20 | skills and applicable content area test or tests | ||||||
21 | within one year after issuance of the endorsement, | ||||||
22 | the endorsement shall expire on June 30 following | ||||||
23 | one full year of the endorsement being issued. If | ||||||
24 | such an individual has passed the test of basic | ||||||
25 | skills and applicable content area test or tests | ||||||
26 | either prior to issuance of the endorsement or |

| |||||||
1 | within one year after issuance of the endorsement, | ||||||
2 | the endorsement is valid until June 30 immediately | ||||||
3 | following 2 years of the license being issued, | ||||||
4 | during which time any and all coursework | ||||||
5 | deficiencies must be met and any and all additional | ||||||
6 | testing deficiencies must be met. | ||||||
7 | In addition, a provisional educator endorsement | ||||||
8 | for principals or superintendents may be issued if the | ||||||
9 | individual meets the requirements set forth in | ||||||
10 | subdivisions (1) and (3) of subsection (b-5) of Section | ||||||
11 | 21B-35 of this Code. Applicants who have not been | ||||||
12 | entitled by an Illinois-approved educator preparation | ||||||
13 | program at an Illinois institution of higher education | ||||||
14 | shall not receive a provisional educator endorsement | ||||||
15 | if the person completed an alternative licensure | ||||||
16 | program in another state, unless the program has been | ||||||
17 | determined to be equivalent to Illinois program | ||||||
18 | requirements. | ||||||
19 | Notwithstanding any other requirements of this | ||||||
20 | Section, a service member or spouse of a service member | ||||||
21 | may obtain a Professional Educator License with | ||||||
22 | Stipulations, and a provisional educator endorsement | ||||||
23 | in a specific content area or areas, if he or she holds | ||||||
24 | a valid teaching certificate or license in good | ||||||
25 | standing from another state, meets the qualifications | ||||||
26 | of educators outlined in Section 21B-15 of this Code, |

| |||||||
1 | and has not engaged in any misconduct that would | ||||||
2 | prohibit an individual from obtaining a license | ||||||
3 | pursuant to Illinois law, including without limitation | ||||||
4 | any administrative rules of the State Board of | ||||||
5 | Education. | ||||||
6 | In this Section, "service member" means any person | ||||||
7 | who, at the time of application under this Section, is | ||||||
8 | an active duty member of the United States Armed Forces | ||||||
9 | or any reserve component of the United States Armed | ||||||
10 | Forces or the National Guard of any state, | ||||||
11 | commonwealth, or territory of the United States or the | ||||||
12 | District of Columbia. | ||||||
13 | A provisional educator endorsement is valid until | ||||||
14 | June 30 immediately following 2 years of the license | ||||||
15 | being issued, provided that any remaining testing and | ||||||
16 | coursework deficiencies are met as set forth in this | ||||||
17 | Section. Failure to satisfy all stated deficiencies | ||||||
18 | shall mean the individual, including any service | ||||||
19 | member or spouse who has obtained a Professional | ||||||
20 | Educator License with Stipulations and a provisional | ||||||
21 | educator endorsement in a specific content area or | ||||||
22 | areas, is ineligible to receive a Professional | ||||||
23 | Educator License at that time. An Educator License with | ||||||
24 | Stipulations endorsed for provisional educator shall | ||||||
25 | not be renewed for individuals who hold an Educator | ||||||
26 | License with Stipulations and who have held a position |
| |||||||
| |||||||
1 | in a public school or non-public school recognized by | ||||||
2 | the State Board of Education. | ||||||
3 | (B) Alternative provisional educator. An | ||||||
4 | alternative provisional educator endorsement on an | ||||||
5 | Educator License with Stipulations may be issued to an | ||||||
6 | applicant who, at the time of applying for the | ||||||
7 | endorsement, has done all of the following: | ||||||
8 | (i) Graduated from a regionally accredited | ||||||
9 | college or university with a minimum of a | ||||||
10 | bachelor's degree. | ||||||
11 | (ii) Successfully completed the first phase of | ||||||
12 | the Alternative Educator Licensure Program for | ||||||
13 | Teachers, as described in Section 21B-50 of this | ||||||
14 | Code. | ||||||
15 | (iii) Passed a test of basic skills and content | ||||||
16 | area test, as required under Section 21B-30 of this | ||||||
17 | Code. | ||||||
18 | The alternative provisional educator endorsement | ||||||
19 | is valid for 2 years of teaching and may be renewed for | ||||||
20 | a third year by an individual meeting the requirements | ||||||
21 | set forth in Section 21B-50 of this Code. | ||||||
22 | (C) Alternative provisional superintendent. An | ||||||
23 | alternative provisional superintendent endorsement on | ||||||
24 | an Educator License with Stipulations entitles the | ||||||
25 | holder to serve only as a superintendent or assistant | ||||||
26 | superintendent in a school district's central office. |

| |||||||
1 | This endorsement may only be issued to an applicant | ||||||
2 | who, at the time of applying for the endorsement, has | ||||||
3 | done all of the following: | ||||||
4 | (i) Graduated from a regionally accredited | ||||||
5 | college or university with a minimum of a master's | ||||||
6 | degree in a management field other than education. | ||||||
7 | (ii) Been employed for a period of at least 5 | ||||||
8 | years in a management level position in a field | ||||||
9 | other than education. | ||||||
10 | (iii) Successfully completed the first phase | ||||||
11 | of an alternative route to superintendent | ||||||
12 | endorsement program, as provided in Section 21B-55 | ||||||
13 | of this Code. | ||||||
14 | (iv) Passed a test of basic skills and content | ||||||
15 | area tests required under Section 21B-30 of this | ||||||
16 | Code. | ||||||
17 | The endorsement may be registered for 2 fiscal | ||||||
18 | years in order to complete one full year of serving as | ||||||
19 | a superintendent or assistant superintendent. | ||||||
20 | (D) Resident teacher endorsement. A resident | ||||||
21 | teacher endorsement on an Educator License with | ||||||
22 | Stipulations may be issued to an applicant who, at the | ||||||
23 | time of applying for the endorsement, has done all of | ||||||
24 | the following: | ||||||
25 | (i) Graduated from a regionally accredited | ||||||
26 | institution of higher education with a minimum of a |
| |||||||
| |||||||
1 | bachelor's degree. | ||||||
2 | (ii) Enrolled in an approved Illinois educator | ||||||
3 | preparation program. | ||||||
4 | (iii) Passed a test of basic skills and content | ||||||
5 | area test, as required under Section 21B-30 of this | ||||||
6 | Code. | ||||||
7 | The resident teacher endorsement on an Educator | ||||||
8 | License with Stipulations is valid for 4 years of | ||||||
9 | teaching and shall not be renewed. | ||||||
10 | A resident teacher may teach only under the | ||||||
11 | direction of a licensed teacher, who shall act as the | ||||||
12 | resident mentor teacher, and may not teach in place of | ||||||
13 | a licensed teacher.
A resident teacher endorsement on | ||||||
14 | an Educator License with Stipulations shall no longer | ||||||
15 | be valid after June 30, 2017. | ||||||
16 | (E) Career and technical educator. A career and | ||||||
17 | technical educator endorsement on an Educator License | ||||||
18 | with Stipulations may be issued to an applicant who has | ||||||
19 | a minimum of 60 semester hours of coursework from a | ||||||
20 | regionally accredited institution of higher education | ||||||
21 | and has a minimum of 2,000 hours of experience outside | ||||||
22 | of education in each area to be taught. | ||||||
23 | The career and technical educator endorsement on | ||||||
24 | an Educator License with Stipulations is valid until | ||||||
25 | June 30 immediately following 5 years of the | ||||||
26 | endorsement being issued and may be renewed. For |

| |||||||
1 | individuals who were issued the career and technical | ||||||
2 | educator endorsement on an Educator License with | ||||||
3 | Stipulations on or after January 1, 2015, the license | ||||||
4 | may be renewed if the individual passes a test of basic | ||||||
5 | skills or test of work proficiency, as required under | ||||||
6 | Section 21B-30 of this Code. | ||||||
7 | An individual who holds a valid career and | ||||||
8 | technical educator endorsement on an Educator License | ||||||
9 | with Stipulations but does not hold a bachelor's degree | ||||||
10 | may substitute teach in career and technical education | ||||||
11 | classrooms. | ||||||
12 | (F) Part-time provisional career and technical | ||||||
13 | educator or provisional career and technical educator. | ||||||
14 | A part-time provisional career and technical educator | ||||||
15 | endorsement or a provisional career and technical | ||||||
16 | educator endorsement on an Educator License with | ||||||
17 | Stipulations may be issued to an applicant who has a | ||||||
18 | minimum of 8,000 hours of work experience in the skill | ||||||
19 | for which the applicant is seeking the endorsement. It | ||||||
20 | is the responsibility of each employing school board | ||||||
21 | and regional office of education to provide | ||||||
22 | verification, in writing, to the State Superintendent | ||||||
23 | of Education at the time the application is submitted | ||||||
24 | that no qualified teacher holding a Professional | ||||||
25 | Educator License or an Educator License with | ||||||
26 | Stipulations with a career and technical educator |

| |||||||
1 | endorsement is available and that actual circumstances | ||||||
2 | require such issuance. | ||||||
3 | The provisional career and technical educator | ||||||
4 | endorsement on an Educator License with Stipulations | ||||||
5 | is valid until June 30 immediately following 5 years of | ||||||
6 | the endorsement being issued and may be renewed only | ||||||
7 | one time for 5 years. For individuals who were issued | ||||||
8 | the provisional career and technical educator | ||||||
9 | endorsement on an Educator License with Stipulations | ||||||
10 | on or after January 1, 2015, the license may be renewed | ||||||
11 | one time if the individual passes a test of basic | ||||||
12 | skills or test of work proficiency, as required under | ||||||
13 | Section 21B-30 of this Code , and has completed a | ||||||
14 | minimum of 20 semester hours from a regionally | ||||||
15 | accredited institution . | ||||||
16 | A part-time provisional career and technical | ||||||
17 | educator endorsement on an Educator License with | ||||||
18 | Stipulations may be issued for teaching no more than 2 | ||||||
19 | courses of study for grades 6 through 12. The part-time | ||||||
20 | provisional career and technical educator endorsement | ||||||
21 | on an Educator License with Stipulations is valid until | ||||||
22 | June 30 immediately following 5 years of the | ||||||
23 | endorsement being issued and may be renewed for 5 years | ||||||
24 | if the individual makes application for renewal. | ||||||
25 | An individual who holds a part-time provisional | ||||||
26 | career and technical educator endorsement on an |

| |||||||
1 | Educator License with Stipulations but does not hold a | ||||||
2 | bachelor's degree may substitute teach in career and | ||||||
3 | technical education classrooms. | ||||||
4 | (G) Transitional bilingual educator. A | ||||||
5 | transitional bilingual educator endorsement on an | ||||||
6 | Educator License with Stipulations may be issued for | ||||||
7 | the purpose of providing instruction in accordance | ||||||
8 | with Article 14C of this Code to an applicant who | ||||||
9 | provides satisfactory evidence that he or she meets all | ||||||
10 | of the following requirements: | ||||||
11 | (i) Possesses adequate speaking, reading, and | ||||||
12 | writing ability in the language other than English | ||||||
13 | in which transitional bilingual education is | ||||||
14 | offered. | ||||||
15 | (ii) Has the ability to successfully | ||||||
16 | communicate in English. | ||||||
17 | (iii) Either possessed, within 5 years | ||||||
18 | previous to his or her applying for a transitional | ||||||
19 | bilingual educator endorsement, a valid and | ||||||
20 | comparable teaching certificate or comparable | ||||||
21 | authorization issued by a foreign country or holds | ||||||
22 | a degree from an institution of higher learning in | ||||||
23 | a foreign country that the State Educator | ||||||
24 | Preparation and Licensure Board determines to be | ||||||
25 | the equivalent of a bachelor's degree from a | ||||||
26 | regionally accredited institution of higher |

| |||||||
1 | learning in the United States. | ||||||
2 | A transitional bilingual educator endorsement | ||||||
3 | shall be valid for prekindergarten through grade 12, is | ||||||
4 | valid until June 30 immediately following 5 years of | ||||||
5 | the endorsement being issued, and shall not be renewed. | ||||||
6 | Persons holding a transitional bilingual educator | ||||||
7 | endorsement shall not be employed to replace any | ||||||
8 | presently employed teacher who otherwise would not be | ||||||
9 | replaced for any reason. | ||||||
10 | (H) Language endorsement. In an effort to | ||||||
11 | alleviate the shortage of teachers speaking a language | ||||||
12 | other than English in the public schools, an individual | ||||||
13 | who holds an Educator License with Stipulations may | ||||||
14 | also apply for a language endorsement, provided that | ||||||
15 | the applicant provides satisfactory evidence that he | ||||||
16 | or she meets all of the following requirements: | ||||||
17 | (i) Holds a transitional bilingual | ||||||
18 | endorsement. | ||||||
19 | (ii) Has demonstrated proficiency in the | ||||||
20 | language for which the endorsement is to be issued | ||||||
21 | by passing the applicable language content test | ||||||
22 | required by the State Board of Education. | ||||||
23 | (iii) Holds a bachelor's degree or higher from | ||||||
24 | a regionally accredited institution of higher | ||||||
25 | education or, for individuals educated in a | ||||||
26 | country other than the United States, holds a |

| |||||||
1 | degree from an institution of higher learning in a | ||||||
2 | foreign country that the State Educator | ||||||
3 | Preparation and Licensure Board determines to be | ||||||
4 | the equivalent of a bachelor's degree from a | ||||||
5 | regionally accredited institution of higher | ||||||
6 | learning in the United States. | ||||||
7 | (iv) Has passed a test of basic skills, as | ||||||
8 | required under Section 21B-30 of this Code. | ||||||
9 | A language endorsement on an Educator License with | ||||||
10 | Stipulations is valid for prekindergarten through | ||||||
11 | grade 12 for the same validity period as the | ||||||
12 | individual's transitional bilingual educator | ||||||
13 | endorsement on the Educator License with Stipulations | ||||||
14 | and shall not be renewed. | ||||||
15 | (I) Visiting international educator. A visiting | ||||||
16 | international educator endorsement on an Educator | ||||||
17 | License with Stipulations may be issued to an | ||||||
18 | individual who is being recruited by a particular | ||||||
19 | school district that conducts formal recruitment | ||||||
20 | programs outside of the United States to secure the | ||||||
21 | services of qualified teachers and who meets all of the | ||||||
22 | following requirements: | ||||||
23 | (i) Holds the equivalent of a minimum of a | ||||||
24 | bachelor's degree issued in the United States. | ||||||
25 | (ii) Has been prepared as a teacher at the | ||||||
26 | grade level for which he or she will be employed. |

| |||||||
1 | (iii) Has adequate content knowledge in the | ||||||
2 | subject to be taught. | ||||||
3 | (iv) Has an adequate command of the English | ||||||
4 | language. | ||||||
5 | A holder of a visiting international educator | ||||||
6 | endorsement on an Educator License with Stipulations | ||||||
7 | shall be permitted to teach in bilingual education | ||||||

9 | instruction in his or her teacher preparation program, | ||||||
10 | provided that he or she passes the English Language | ||||||
11 | Proficiency Examination or another test of writing | ||||||
12 | skills in English identified by the State Board of | ||||||
13 | Education, in consultation with the State Educator | ||||||
14 | Preparation and Licensure Board. | ||||||
15 | A visiting international educator endorsement on | ||||||
16 | an Educator License with Stipulations is valid for 3 | ||||||
17 | years and shall not be renewed. | ||||||
18 | (J) Paraprofessional educator. A paraprofessional | ||||||
19 | educator endorsement on an Educator License with | ||||||
20 | Stipulations may be issued to an applicant who holds a | ||||||
21 | high school diploma or its recognized equivalent and | ||||||
22 | either holds an associate's degree or a minimum of 60 | ||||||
23 | semester hours of credit from a regionally accredited | ||||||
24 | institution of higher education or has passed a test of | ||||||
25 | basic skills required under Section 21B-30 of this | ||||||
26 | Code. The paraprofessional educator endorsement is |

2 | the endorsement being issued and may be renewed through | ||||||

13 | business management or 2 years of university-approved | ||||||
14 | practical experience, and a minimum of 24 semester | ||||||
15 | hours of graduate credit in a program approved by the | ||||||
16 | State Board of Education for the preparation of school | ||||||
17 | business administrators and by passage of the | ||||||
18 | applicable State tests, including a test of basic | ||||||
19 | skills and applicable content area test. | ||||||
20 | The chief school business official endorsement may | ||||||
21 | also be affixed to the Educator License with | ||||||
22 | Stipulations of any holder who qualifies by having a | ||||||
23 | master's degree in business administration, finance, | ||||||
24 | or accounting and who completes an additional 6 | ||||||
25 | semester hours of internship in school business | ||||||
26 | management from a regionally accredited institution of |

16 | (L) Provisional in-state educator. A provisional | ||||||
17 | in-state educator endorsement on an Educator License | ||||||
18 | with Stipulations may be issued to a candidate who has | ||||||
19 | completed an Illinois-approved educator preparation | ||||||
20 | program at an Illinois institution of higher education | ||||||
21 | and who has not successfully completed an | ||||||
22 | evidence-based assessment of teacher effectiveness but | ||||||
23 | who meets all of the following requirements: | ||||||
24 | (i) Holds at least a bachelor's degree. | ||||||
25 | (ii) Has completed an approved educator | ||||||
26 | preparation program at an Illinois institution. |

1 | (iii) Has passed a test of basic skills and | ||||||
2 | applicable content area test, as required by | ||||||
3 | Section 21B-30 of this Code. | ||||||
4 | (iv) Has attempted an evidence-based | ||||||

16 | substitute teaching in all grades of the public schools, | ||||||
17 | prekindergarten through grade 12. Substitute Teaching | ||||||
18 | Licenses are not eligible for endorsements. Applicants for | ||||||
19 | a Substitute Teaching License must hold a bachelor's degree | ||||||
20 | or higher from a regionally accredited institution of | ||||||
21 | higher education. | ||||||
22 | Substitute Teaching Licenses are valid for 5 years. | ||||||
23 | Substitute Teaching Licenses are valid for substitute | ||||||
24 | teaching in every county of this State. If an individual | ||||||
25 | has had his or her Professional Educator License or | ||||||
26 | Educator License with Stipulations suspended or revoked or |
| |||||||
| |||||||
1 | has not met the renewal requirements for licensure, then | ||||||
2 | that individual is not eligible to obtain a Substitute | ||||||
3 | Teaching License. | ||||||
4 | A substitute teacher may only teach in the place of a | ||||||

13 | emergency situation is one in which an unforeseen vacancy | ||||||
14 | has occurred and (i) a teacher is unable to fulfill his or | ||||||
15 | her contractual duties or (ii) teacher capacity needs of | ||||||
16 | the district exceed previous indications, and the district | ||||||
17 | is actively engaged in advertising to hire a fully licensed | ||||||
18 | teacher for the vacant position. | ||||||
19 | There is no limit on the number of days that a | ||||||
20 | substitute teacher may teach in a single school district, | ||||||
21 | provided that no substitute teacher may teach for longer | ||||||
22 | than 90 school days for any one licensed teacher under | ||||||
23 | contract in the same school year. A substitute teacher who | ||||||
24 | holds a Professional Educator License or Educator License | ||||||
25 | with Stipulations shall not teach for more than 120 school | ||||||
26 | days for any one licensed teacher under contract in the |

18 | (b) In order to receive a Professional Educator License | ||||||
19 | endorsed in a teaching field, applicants trained in another | ||||||
20 | country must meet all of the following requirements: | ||||||
21 | (1) Have completed a comparable education program in | ||||||
22 | another country. | ||||||
23 | (2) Have had transcripts evaluated by an evaluation | ||||||
24 | service approved by the State Superintendent of Education. | ||||||
25 | (3) (Blank). Hold a degreed major that must directly | ||||||
26 | correspond to the license or endorsement sought. |

25 | following requirements: | ||||||
26 | (1) Have completed an educator preparation program |

2 | another country leading to the receipt of a license or | ||||||
3 | certificate for the Illinois endorsement sought. | ||||||

6 | this Code. Applicants who have successfully completed a | ||||||
7 | test of basic skills, as defined by rules, at the time of | ||||||

16 | rules as may be necessary to implement this Section.

20 | Sec. 21B-45. Professional Educator License renewal. | ||||||
21 | (a) Individuals holding a Professional Educator License | ||||||
22 | are required to complete the licensure renewal requirements as | ||||||
23 | specified in this Section, unless otherwise provided in this | ||||||
24 | Code. | ||||||
25 | Individuals holding a Professional Educator License shall |
| |||||||
| |||||||
1 | meet the renewal requirements set forth in this Section, unless | ||||||
2 | otherwise provided in this Code. If an individual holds a | ||||||
3 | license endorsed in more than one area that has different | ||||||
4 | renewal requirements, that individual shall follow the renewal | ||||||
5 | requirements for the position for which he or she spends the | ||||||
6 | majority of his or her time working. | ||||||
7 | (b) All Professional Educator Licenses not renewed as | ||||||
8 | provided in this Section shall lapse on September 1 of that | ||||||
9 | year. Lapsed licenses may be immediately reinstated upon (i) | ||||||
10 | payment by the applicant of a $500 penalty to the State Board | ||||||
11 | of Education or (ii) the demonstration of proficiency by | ||||||
12 | completing 9 semester hours of coursework from a regionally | ||||||
13 | accredited institution of higher education in the content area | ||||||
14 | that most aligns with one or more of the educator's endorsement | ||||||
15 | areas. Any and all back fees, including without limitation | ||||||
16 | registration fees owed from the time of expiration of the | ||||||
17 | license until the date of reinstatement, shall be paid and kept | ||||||
18 | in accordance with the provisions in Article 3 of this Code | ||||||
19 | concerning an institute fund and the provisions in Article 21B | ||||||
20 | of this Code concerning fees and requirements for registration. | ||||||
21 | Licenses not registered in accordance with Section 21B-40 of | ||||||
22 | this Code shall lapse after a period of 6 months from the | ||||||
23 | expiration of the last year of registration or on January 1 of | ||||||
24 | the fiscal year following initial issuance of the license . An | ||||||
25 | unregistered license is invalid after September 1 for | ||||||
26 | employment and performance of services in an Illinois public or |
| |||||||
| |||||||
1 | State-operated school or cooperative and in a charter school. | ||||||
2 | Any license or endorsement may be voluntarily surrendered by | ||||||
3 | the license holder. A voluntarily surrendered license, except a | ||||||
4 | substitute teaching license issued under Section 21B-20 of this | ||||||
5 | Code, shall be treated as a revoked license. An Educator | ||||||
6 | License with Stipulations with only a paraprofessional | ||||||
7 | endorsement does not lapse.
| ||||||
8 | (c) From July 1, 2013 through June 30, 2014, in order to | ||||||
9 | satisfy the requirements for licensure renewal provided for in | ||||||
10 | this Section, each professional educator licensee with an | ||||||
11 | administrative endorsement who is working in a position | ||||||
12 | requiring such endorsement shall complete one Illinois | ||||||
13 | Administrators' Academy course, as described in Article 2 of | ||||||
14 | this Code, per fiscal year. | ||||||
15 | (d) Beginning July 1, 2014, in order to satisfy the | ||||||
16 | requirements for licensure renewal provided for in this | ||||||
17 | Section, each professional educator licensee may create a | ||||||
18 | professional development plan each year. The plan shall address | ||||||
19 | one or more of the endorsements that are required of his or her | ||||||
20 | educator position if the licensee is employed and performing | ||||||
21 | services in an Illinois public or State-operated school or | ||||||
22 | cooperative. If the licensee is employed in a charter school, | ||||||
23 | the plan shall address that endorsement or those endorsements | ||||||
24 | most closely related to his or her educator position. Licensees | ||||||
25 | employed and performing services in any other Illinois schools | ||||||
26 | may participate in the renewal requirements by adhering to the |
| |||||||
| |||||||
1 | same process. | ||||||
2 | Except as otherwise provided in this Section, the | ||||||
3 | licensee's professional development activities shall align | ||||||
4 | with one or more of the following criteria: | ||||||
5 | (1) activities are of a type that engage participants | ||||||
6 | over a sustained period of time allowing for analysis, | ||||||
7 | discovery, and application as they relate to student | ||||||
8 | learning, social or emotional achievement, or well-being; | ||||||
9 | (2) professional development aligns to the licensee's | ||||||
10 | performance; | ||||||
11 | (3) outcomes for the activities must relate to student | ||||||
12 | growth or district improvement; | ||||||
13 | (4) activities align to State-approved standards;
and | ||||||
14 | (5) higher education coursework. | ||||||
15 | (e) For each renewal cycle, each professional educator | ||||||
16 | licensee shall engage in professional development activities. | ||||||
17 | Prior to renewal, the licensee shall enter electronically into | ||||||
18 | the Educator Licensure Information System (ELIS) the name, | ||||||
19 | date, and location of the activity, the number of professional | ||||||
20 | development hours, and the provider's name. The following | ||||||
21 | provisions shall apply concerning professional development | ||||||
22 | activities: | ||||||
23 | (1) Each licensee shall complete a total of 120 hours | ||||||
24 | of professional development per 5-year renewal cycle in | ||||||
25 | order to renew the license, except as otherwise provided in | ||||||
26 | this Section. |

1 | (2) Beginning with his or her first full 5-year cycle, | ||||||
2 | any licensee with an administrative endorsement who is not | ||||||
3 | working in a position requiring such endorsement is not | ||||||
4 | required to shall complete one Illinois Administrators' | ||||||
5 | Academy courses course , as described in Article 2 of this | ||||||
6 | Code , in each 5-year renewal cycle in which the | ||||||
7 | administrative endorsement was held for at least one year. | ||||||
8 | The Illinois Administrators' Academy course may count | ||||||
9 | toward the total of 120 hours per 5-year cycle . Such | ||||||
10 | licensees must complete one Illinois Administrators' | ||||||
11 | Academy course within one year after returning to a | ||||||
12 | position that requires the administrative endorsement. | ||||||
13 | (3) Any licensee with an administrative endorsement | ||||||
14 | who is working in a position requiring such endorsement or | ||||||
15 | an individual with a Teacher Leader endorsement serving in | ||||||
16 | an administrative capacity at least 50% of the day shall | ||||||
17 | complete one Illinois Administrators' Academy course, as | ||||||
18 | described in Article 2 of this Code, each fiscal year in | ||||||
19 | addition to 100 hours of professional development per | ||||||
20 | 5-year renewal cycle in accordance with this Code. | ||||||
21 | (4) Any licensee holding a current National Board for | ||||||
22 | Professional Teaching Standards (NBPTS) master teacher | ||||||
23 | designation shall complete a total of 60 hours of | ||||||
24 | professional development per 5-year renewal cycle in order | ||||||
25 | to renew the license. | ||||||
26 | (5) Licensees working in a position that does not |
| |||||||
| |||||||
1 | require educator licensure or working in a position for | ||||||
2 | less than 50% for any particular year are considered to be | ||||||
3 | exempt and shall be required to pay only the registration | ||||||
4 | fee in order to renew and maintain the validity of the | ||||||
5 | license. | ||||||
6 | (6) Licensees who are retired and qualify for benefits | ||||||
7 | from a State retirement system shall notify the State Board | ||||||
8 | of Education using ELIS, and the license shall be | ||||||
9 | maintained in retired status. For any renewal cycle in | ||||||
10 | which a licensee retires during the renewal cycle, the | ||||||
11 | licensee must complete professional development activities | ||||||
12 | on a prorated basis depending on the number of years during | ||||||
13 | the renewal cycle the educator held an active license. If a | ||||||
14 | licensee retires during a renewal cycle, the licensee must | ||||||
15 | notify the State Board of Education using ELIS that the | ||||||
16 | licensee wishes to maintain the license in retired status | ||||||
17 | and must show proof of completion of professional | ||||||
18 | development activities on a prorated basis for all years of | ||||||
19 | that renewal cycle for which the license was active. An | ||||||
20 | individual with a license in retired status shall not be | ||||||
21 | required to complete professional development activities | ||||||
22 | or pay registration fees until returning to a position that | ||||||
23 | requires educator licensure. Upon returning to work in a | ||||||
24 | position that requires the Professional Educator License, | ||||||
25 | the licensee shall immediately pay a registration fee and | ||||||
26 | complete renewal requirements for that year. A license in |
| |||||||
| |||||||
1 | retired status cannot lapse. Beginning on January 6, 2017 | ||||||
2 | ( the effective date of Public Act 99-920) this amendatory | ||||||
3 | Act of the 99th General Assembly through December 31, 2017, | ||||||
4 | any licensee who has retired and whose license has lapsed | ||||||
5 | for failure to renew as provided in this Section may | ||||||
6 | reinstate that license and maintain it in retired status | ||||||
7 | upon providing proof to the State Board of Education using | ||||||
8 | ELIS that the licensee is retired and is not working in a | ||||||
9 | position that requires a Professional Educator License. | ||||||
10 | (7) For any renewal cycle in which professional | ||||||
11 | development hours were required, but not fulfilled, the | ||||||
12 | licensee shall complete any missed hours to total the | ||||||
13 | minimum professional development hours required in this | ||||||
14 | Section prior to September 1 of that year. For any fiscal | ||||||
15 | year or renewal cycle in which an Illinois Administrators' | ||||||
16 | Academy course was required but not completed, the licensee | ||||||
17 | shall complete any missed Illinois Administrators' Academy | ||||||
18 | courses prior to September 1 of that year. The licensee may | ||||||
19 | complete all deficient hours and Illinois Administrators' | ||||||
20 | Academy courses while continuing to work in a position that | ||||||
21 | requires that license until September 1 of that year. | ||||||
22 | (8) Any licensee who has not fulfilled the professional | ||||||
23 | development renewal requirements set forth in this Section | ||||||
24 | at the end of any 5-year renewal cycle is ineligible to | ||||||
25 | register his or her license and may submit an appeal to the | ||||||
26 | State Superintendent of Education for reinstatement of the |
| |||||||
| |||||||
1 | license. | ||||||
2 | (9) If professional development opportunities were | ||||||
3 | unavailable to a licensee, proof that opportunities were | ||||||
4 | unavailable and request for an extension of time beyond | ||||||
5 | August 31 to complete the renewal requirements may be | ||||||
6 | submitted from April 1 through June 30 of that year to the | ||||||
7 | State Educator Preparation and Licensure Board. If an | ||||||
8 | extension is approved, the license shall remain valid | ||||||
9 | during the extension period. | ||||||
10 | (10) Individuals who hold exempt licenses prior to | ||||||
11 | December 27, 2013 (the effective date of Public Act 98-610) | ||||||
12 | shall commence the annual renewal process with the first | ||||||
13 | scheduled registration due after December 27, 2013 (the | ||||||
14 | effective date of Public Act 98-610). | ||||||
15 | (11) Notwithstanding any other provision of this | ||||||
16 | subsection (e), if a licensee earns more than the required | ||||||
17 | number of professional development hours during a renewal | ||||||
18 | cycle, then the licensee may carry over any hours earned | ||||||
19 | from April 1 through June 30 of the last year of the | ||||||
20 | renewal cycle. Any hours carried over in this manner must | ||||||
21 | be applied to the next renewal cycle. Illinois | ||||||
22 | Administrators' Academy courses or hours earned in those | ||||||
23 | courses may not be carried over. | ||||||
24 | (f) At the time of renewal, each licensee shall respond to | ||||||
25 | the required questions under penalty of perjury. | ||||||
26 | (g) The following entities shall be designated as approved |
| |||||||
| |||||||
1 | to provide professional development activities for the renewal | ||||||
2 | of Professional Educator Licenses: | ||||||
3 | (1) The State Board of Education. | ||||||
4 | (2) Regional offices of education and intermediate | ||||||
5 | service centers. | ||||||
6 | (3) Illinois professional associations representing | ||||||
7 | the following groups that are approved by the State | ||||||
8 | Superintendent of Education: | ||||||
9 | (A) school administrators; | ||||||
10 | (B) principals; | ||||||
11 | (C) school business officials; | ||||||
12 | (D) teachers, including special education | ||||||
13 | teachers; | ||||||
14 | (E) school boards; | ||||||
15 | (F) school districts; | ||||||
16 | (G) parents; and | ||||||
17 | (H) school service personnel. | ||||||
18 | (4) Regionally accredited institutions of higher | ||||||
19 | education that offer Illinois-approved educator | ||||||
20 | preparation programs and public community colleges subject | ||||||
21 | to the Public Community College Act. | ||||||
22 | (5) Illinois public school districts, charter schools | ||||||
23 | authorized under Article 27A of this Code, and joint | ||||||
24 | educational programs authorized under Article 10 of this | ||||||
25 | Code for the purposes of providing career and technical | ||||||
26 | education or special education services. |

1 | (6) A not-for-profit organization that, as of December | ||||||
2 | 31, 2014 (the effective date of Public Act 98-1147), has | ||||||
3 | had or has a grant from or a contract with the State Board | ||||||
4 | of Education to provide professional development services | ||||||
5 | in the area of English Learning to Illinois school | ||||||
6 | districts, teachers, or administrators. | ||||||
7 | (7) State agencies, State boards, and State | ||||||
8 | commissions. | ||||||
9 | (8) Museums as defined in Section 10 of the Museum | ||||||
10 | Disposition of Property Act. | ||||||
11 | (h) Approved providers under subsection (g) of this Section | ||||||
12 | shall make available professional development opportunities | ||||||
13 | that satisfy at least one of the following: | ||||||
14 | (1) increase the knowledge and skills of school and | ||||||
15 | district leaders who guide continuous professional | ||||||
16 | development; | ||||||
17 | (2) improve the learning of students; | ||||||
18 | (3) organize adults into learning communities whose | ||||||
19 | goals are aligned with those of the school and district; | ||||||
20 | (4) deepen educator's content knowledge; | ||||||
21 | (5) provide educators with research-based | ||||||
22 | instructional strategies to assist students in meeting | ||||||
23 | rigorous academic standards; | ||||||
24 | (6) prepare educators to appropriately use various | ||||||
25 | types of classroom assessments; | ||||||
26 | (7) use learning strategies appropriate to the |

| |||||||
1 | intended goals; | ||||||
2 | (8) provide educators with the knowledge and skills to | ||||||
3 | collaborate; or | ||||||
4 | (9) prepare educators to apply research to | ||||||
5 | decision-making. | ||||||
6 | (i) Approved providers under subsection (g) of this Section | ||||||
7 | shall do the following: | ||||||
8 | (1) align professional development activities to the | ||||||
9 | State-approved national standards for professional | ||||||
10 | learning; | ||||||
11 | (2) meet the professional development criteria for | ||||||
12 | Illinois licensure renewal; | ||||||
13 | (3) produce a rationale for the activity that explains | ||||||
14 | how it aligns to State standards and identify the | ||||||
15 | assessment for determining the expected impact on student | ||||||
16 | learning or school improvement; | ||||||
17 | (4) maintain original documentation for completion of | ||||||
18 | activities; and | ||||||
19 | (5) provide license holders with evidence of | ||||||
20 | completion of activities. | ||||||
21 | (j) The State Board of Education shall conduct annual | ||||||
22 | audits of a subset of approved providers, except for school | ||||||
23 | districts, which shall be audited by regional offices of | ||||||
24 | education and intermediate service centers. Each approved | ||||||
25 | provider, except for school districts, that is audited by a | ||||||
26 | regional office of education or intermediate service center |

| |||||||
1 | must be audited at least once every 5 years. The State Board of | ||||||
2 | Education shall complete random audits of licensees. | ||||||
3 | (1) Approved providers shall annually submit to the | ||||||
4 | State Board of Education a list of subcontractors used for | ||||||
5 | delivery of professional development activities for which | ||||||
6 | renewal credit was issued and other information as defined | ||||||
7 | by rule. | ||||||
8 | (2) Approved providers shall annually submit data to | ||||||
9 | the State Board of Education demonstrating how the | ||||||
10 | professional development activities impacted one or more | ||||||
11 | of the following: | ||||||
12 | (A) educator and student growth in regards to | ||||||
13 | content knowledge or skills, or both; | ||||||
14 | (B) educator and student social and emotional | ||||||
15 | growth; or | ||||||
16 | (C) alignment to district or school improvement | ||||||
17 | plans. | ||||||
18 | (3) The State Superintendent of Education shall review | ||||||
19 | the annual data collected by the State Board of Education, | ||||||
20 | regional offices of education, and intermediate service | ||||||
21 | centers in audits to determine if the approved provider has | ||||||
22 | met the criteria and should continue to be an approved | ||||||
23 | provider or if further action should be taken as provided | ||||||
24 | in rules. | ||||||
25 | (k) Registration fees shall be paid for the next renewal | ||||||
26 | cycle between April 1 and June 30 in the last year of each |

1 | 5-year renewal cycle using ELIS. If all required professional | ||||||
2 | development hours for the renewal cycle have been completed and | ||||||
3 | entered by the licensee, the licensee shall pay the | ||||||
4 | registration fees for the next cycle using a form of credit or | ||||||
5 | debit card. | ||||||
6 | (l) Any Beginning July 1, 2014, any professional educator | ||||||
7 | licensee endorsed for school support personnel who is employed | ||||||
8 | and performing services in Illinois public schools and who | ||||||
9 | holds an active and current professional license issued by the | ||||||
10 | Department of Financial and Professional Regulation or a | ||||||
11 | national certification board, as approved by the State Board of | ||||||
12 | Education, related to the endorsement areas on the Professional | ||||||
13 | Educator License shall be deemed to have satisfied the | ||||||
14 | continuing professional development requirements provided for | ||||||
15 | in this Section. Such individuals shall be required to pay only | ||||||
16 | registration fees to renew the Professional Educator License. | ||||||
17 | An individual who does not hold a license issued by the | ||||||
18 | Department of Financial and Professional Regulation shall | ||||||
19 | complete professional development requirements for the renewal | ||||||
20 | of a Professional Educator License provided for in this | ||||||
21 | Section. | ||||||
22 | (m) Appeals to the State Educator Preparation and Licensure | ||||||
23 | Board
must be made within 30 days after receipt of notice from | ||||||
24 | the State Superintendent of Education that a license will not | ||||||
25 | be renewed based upon failure to complete the requirements of | ||||||
26 | this Section. A licensee may appeal that decision to the State |

| |||||||
1 | Educator Preparation and Licensure Board in a manner prescribed | ||||||
2 | by rule. | ||||||
3 | (1) Each appeal shall state the reasons why the State | ||||||
4 | Superintendent's decision should be reversed and shall be | ||||||
5 | sent by certified mail, return receipt requested, to the | ||||||
6 | State Board of Education. | ||||||
7 | (2) The State Educator Preparation and Licensure Board | ||||||
8 | shall review each appeal regarding renewal of a license | ||||||
9 | within 90 days after receiving the appeal in order to | ||||||
10 | determine whether the licensee has met the requirements of | ||||||
11 | this Section. The State Educator Preparation and Licensure | ||||||
12 | Board may hold an appeal hearing or may make its | ||||||
13 | determination based upon the record of review, which shall | ||||||
14 | consist of the following: | ||||||
15 | (A) the regional superintendent of education's | ||||||
16 | rationale for recommending nonrenewal of the license, | ||||||
17 | if applicable; | ||||||
18 | (B) any evidence submitted to the State | ||||||
19 | Superintendent along with the individual's electronic | ||||||
20 | statement of assurance for renewal; and | ||||||
21 | (C) the State Superintendent's rationale for | ||||||
22 | nonrenewal of the license. | ||||||
23 | (3) The State Educator Preparation and Licensure Board | ||||||
24 | shall notify the licensee of its decision regarding license | ||||||
25 | renewal by certified mail, return receipt requested, no | ||||||
26 | later than 30 days after reaching a decision. Upon receipt |

1 | of notification of renewal, the licensee, using ELIS, shall | ||||||
2 | pay the applicable registration fee for the next cycle | ||||||
3 | using a form of credit or debit card. | ||||||
4 | (n) The State Board of Education may adopt rules as may be | ||||||
5 | necessary to implement this Section. | ||||||

11 | by teacher. A teacher who
has entered into contractual | ||||||
12 | continued service may resign
at any time by obtaining | ||||||
13 | concurrence of the board or by serving at least 30

14 | written notice upon the secretary of the board. However, no | ||||||

may resign during the school term, without the | ||||||
16 | concurrence of the board,
in order to accept another teaching | ||||||

terminating said service not in | ||||||
18 | accordance with this Section may be publicly reprimanded | ||||||
19 | pursuant to is guilty of
unprofessional conduct and liable to | ||||||
20 | suspension of licensure for a period not
to exceed 1 year, as | ||||||
21 | provided in Section 21B-75 of this Code.
