    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Secretary of Human Services, on behalf of
the State of Illinois, is authorized to execute and deliver to
the City of Elgin, for and in consideration of $1 paid to the
Department of Human Services, a quit claim deed to the
following described real property:
    That part of the southeast quarter of section 23, township
    41 north, range 8, east of the third principal meridian,
    described as follows: Beginning at the intersection of the
    west line of said southeast quarter with the southerly
    right of way line of U.S. Route 20; thence south 0 degrees
    10 minutes 55 seconds west along the said west line, 797.77
    feet; thence south 86 degrees 17 minutes 58 seconds east
    564.55 feet; thence north 03 degrees 42 minutes 15 seconds
    east 820 feet; (the last two courses being along lines
    described in deed to City of Elgin document 2004K138389);
    thence west along southerly right of way line of US Route
    20 612.03 feet to the point of beginning, in the City of
    Elgin, Kane County, Illinois.
 
    Section 10. The conveyance of real property authorized by
Section 5 shall be made subject to the express condition that,
if the real property ceases to be used for public purposes, it
shall revert to the State of Illinois, Department of Human
Services.
 
    Section 15. The Secretary of Human Services shall obtain a
certified copy of the portions of this Act containing the
title, the enacting clause, the effective date, the appropriate
Section or Sections containing the land descriptions of the
property to be conveyed, and this Section within 60 days after
its effective date and, upon receipt of the payment required by
the Section or Sections, if any payment is required, shall
record the certified document in the Recorder's Office in the
county in which the land is located.
 
    Section 99. Effective date. This Act takes effect upon
becoming law.
