(7) other representatives the Department determines |
are necessary. |
(b) In developing the plan, the Department shall: |
(1) identify barriers to effective screening |
compliance and treatment for diabetes, including specific |
barriers affecting providers and patients; |
(2) identify methods to increase the number of |
beneficiaries who will screen regularly for diabetes; |
(3) review current medical therapies and best clinical |
practices for diabetes, including the American Diabetes |
Association clinical measures and recommendations, |
including the importance of Body Mass Index as a key factor |
to managing diabetes; |
(4) review drugs and biologicals available to control |
diabetes, including those that are provided upon failure of |
oral medications and as ancillary to the provision of |
insulin; |
(5) review current screening, treatment, and related |
activities in this State and identify gaps in service |
delivery, use of technology, or use of current clinical |
measures and guidelines, such as those promulgated by the |
American Diabetes Association; |
(6) identify actions to be taken to reduce the |
morbidity and mortality from diabetes by the year 2010 and |
a time line for taking those actions; and |
(7) make recommendations to the General Assembly on |

policy changes and funding needed to achieve the strategic |
plan. |
(c) The Department shall deliver the plan to the Governor |
and to the General Assembly on or before December 31, 2008. |
Section 10. Expiration. This Act is repealed on January 1, |
2010. |
Section 15. The Illinois State Diabetes Commission Act is |
amended by changing Sections 5 and 10 as follows: |

Sec. 5. Illinois State Diabetes Commission. There is hereby |
established within the Department of Human Services the |
Illinois State Diabetes Commission. The Commission shall |
consist of members that are residents of this State and shall |
include an Executive Committee appointed by the Secretary of |
Human Services as provided by rule . The members of the |
Commission shall be appointed by the Secretary of Human |
Services as follows: |
(1) The Secretary of Human Services or the Secretary's |
designee, who shall serve as chairperson of the Commission. |
(2) Physicians who are board certified in |
endocrinology, with at least one physician with expertise |
and experience in the treatment of
childhood diabetes and |

at least one physician with expertise and experience in the
|
treatment of adult onset diabetes. |
(3) Health care professionals with expertise and |
experience in the prevention,
treatment, and control of |
diabetes. |
(4) Representatives of organizations or groups that |
advocate on behalf of persons suffering from diabetes. |
(5) Representatives of voluntary health organizations |
or advocacy groups with
an interest in the prevention, |
treatment, and control of diabetes. |
(6) Members of the public who have been diagnosed with |
diabetes. |
The Secretary of Human Services may appoint additional |
members deemed necessary and appropriate by the Secretary.

Sec. 10. Members; meetings. Members of the Commission shall |
be appointed within one year after the effective date of this |
amendatory Act of the 95th General Assembly
by December 1, |
2006 . A member shall continue to serve
until his or her |
successor is duly appointed and qualified. |
Meetings shall be held 3 times per year or at the call of |
the Commission chairperson.
