AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

. Article 1

    Section 5. “AN ACT concerning appropriations”, Public Act 102-0698, approved April 19, 2022, is amended by adding Section 35 and Section 40 to Article 65 as follows:

    (P.A. 102-0698, Article 65, Section 35 and Section 40, new)

Sec. 35. The sum of $1,370,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Employment Security for payment to the Illinois Unemployment Insurance Trust Fund for repayment of all outstanding advances pursuant to Title XII of the federal Social Security Act, including prior year costs.

Sec. 40. The sum of $450,000,000 is appropriated from the General Revenue Fund to the Department of Employment Security as a loan for payment to the Illinois Unemployment Insurance Trust Fund solely for purposes of paying unemployment insurance benefits, without the accrual of interest, to be repaid pursuant to the provisions of the Unemployment Insurance Act.

    Section 99. Effective date. This Act takes effect upon becoming law.
