AN ACT concerning education.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The Student
Transfer Achievement Reform Act is | ||||
amended by adding Section 23 as follows: | ||||
(110 ILCS 150/23 new) | ||||
Sec. 23. Reverse transfer of credits. | ||||
(a) In this Section, "reverse transfer of credit" means the | ||||
transfer of earned academic credit from a State university to a | ||||
community college for the purpose of obtaining an associate | ||||
degree at the community college. | ||||
(b) Beginning with the 2019-2020 academic year, the Board | ||||
of Higher Education and the Illinois Community College Board | ||||
shall develop a policy to foster the reverse transfer of credit | ||||
for any student who has accumulated at least 15 hours of | ||||
academic credit at a community college and a sufficient number | ||||
of hours of academic credit at a State university in the | ||||
prescribed courses necessary to meet a community college's | ||||
requirements to be awarded an associate degree. | ||||
(c) A student wishing to reverse transfer earned academic | ||||
credit under this Section to obtain an associate degree shall | ||||
agree to the exchange of transcript information between each | ||||
community college and State university that he or she has |
attended. A student must submit an application and his or her | ||
transcripts to a community college in order to be considered | ||
for conferral of an associate degree. In awarding an associate | ||
degree, the community college shall evaluate the applicant's | ||
coursework completed, along with the transfer credit earned, | ||
and shall determine whether the associate degree requirements | ||
have been met. No later than 30 business days after receiving | ||
an application, a community college shall notify an applicant | ||
if he or she qualifies for an associate degree based on the | ||
total earned credits. | ||
(d) The Board of Higher Education, the Illinois Community | ||
College Board, and the Midwestern Higher Education Compact's | ||
Multi-State Collaborative on Military Credit shall adopt a | ||
policy regarding the award of academic credit for military | ||
training applicable to meeting a community college's | ||
requirements for awarding an associate degree. | ||
(e) The Board of Higher Education and the Illinois | ||
Community College Board shall adopt rules to implement this | ||
Section. | ||
Section 10. The Illinois Articulation Initiative Act is | ||
amended by adding Section 30 as follows: | ||

Sec. 30. Degree program advice. To improve articulation and | ||
reduce excess academic credit hours, beginning with the |
2019-2020 academic year, each public institution shall require | ||
any student who, upon completing 30 academic credit hours, is | ||
interested in pursuing an associate degree or baccalaureate | ||
degree at the public institution in which he or she is enrolled | ||
or at another public institution to indicate to the public | ||
institution in which he or she is enrolled all of his or her | ||
degree programs of interest. The public institution in which | ||
the student is enrolled shall make a reasonable attempt to | ||
conduct a meeting with the student and an academic advisor of | ||
the public institution, who shall inform the student of the | ||
prerequisite requirements for the student's degree programs of | ||
interest. | ||
Section 15. The Board of Higher Education Act is amended by | ||
adding Section 9.37 as follows: | ||

Sec. 9.37. Tuition waiver. The Board may not limit the | ||
amount of tuition revenue that a public university may waive. | ||
Section 20. The University of Illinois Act is amended by | ||
changing Section 7f as follows:

Sec. 7f. Partial tuition waivers.

(a) As used in this Section, "Illinois college or |
university" means any
of the following: the University of | ||
Illinois, Southern Illinois University,

University, Illinois State University, Northeastern Illinois | ||
University,
Northern Illinois University, and Western Illinois | ||
University.

(b) Each year the Board of Trustees of the University of

Illinois shall offer 50% tuition waivers for undergraduate | ||
education at any
campus under its governance or supervision to | ||
the children of employees of
an Illinois college or university | ||
who have been employed
by any one or by more than one Illinois | ||
college or university for an aggregate
period of at least 7
| ||
years. To be eligible to receive a partial tuition waiver, the | ||
child of an
employee of an Illinois college or university (i) | ||
must
be under the age of 25 at the
commencement of the academic | ||
year during which the partial tuition waiver
is to be | ||
effective, and (ii) must qualify for admission to the | ||
University of
Illinois
under the same admissions requirements, | ||
standards and policies which the
University of Illinois applies | ||
to applicants for admission generally to its
respective
| ||
undergraduate colleges and programs.
| ||
(c) Subject to the provisions and limitations of subsection
| ||
(b), an
eligible applicant who has continued to maintain | ||
satisfactory academic
progress toward graduation may have his | ||
or her partial tuition waiver
renewed until the time as he or | ||
she has expended 4 years of undergraduate
partial tuition |
waiver benefits under this Section.

(d) (Blank). No partial tuition waiver offered or allocated | ||
to any
eligible
applicant in accordance with the provisions of | ||
this Section shall be
charged against any tuition waiver | ||
limitation established by the Illinois
Board of Higher | ||
Education.

(e) The Board of Trustees shall prescribe rules and | ||
regulations
as
are necessary to implement and administer the | ||
provisions of this Section.
