Section 4.2570 Equal Employment Opportunity; Affirmative Action
In accordance with Section 2-101(J) of the Illinois Human Rights Act (IHRA) [775 ILCS 5], the Department of Human Rights (DHR) requires certain bidders or offerors to register with DHR in order to be eligible for the award of certain public contracts. "Eligible bidder" means a person who, prior to contract award or prior to bid opening for State contracts for construction or construction-related services, has filed with DHR a properly completed, sworn and currently valid employer report form, pursuant to the DHR's regulations.
