Sec. 5. Findings. The General Assembly finds that:
(1) Renewable energy is a critical component of the State's transition to 100% clean |

(2) The State has made it a priority to catalyze the development of wind and solar
|
| generated electricity and energy storage systems through various incentive programs.
|
|
(3) Wind and solar electric generating equipment and energy storage systems have a
|
| limited economically productive lifespan.
|
|
(4) At the end of life of a wind turbine, solar panel, or energy storage system, there
|
| are a number of recyclable components including various raw materials.
|
|
(5) The State should develop an end of life plan to recycle the components of
|
| renewable energy generating equipment and energy storage equipment to avoid pollution and material waste.
