    AN ACT concerning local government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The River Conservancy Districts Act is amended
by changing Section 6 as follows:
 
    (70 ILCS 2105/6)  (from Ch. 42, par. 388)
    Sec. 6. The board of trustees shall exercise all of the
powers and control the affairs and property of the district.
The board at their first meeting in May of each year shall
elect one of their number as president, one of their number as
vice-president and one of their number as secretary. The board
may appoint an engineer who may be an individual,
co-partnership or corporation, an attorney, an executive
vice-president, a manager, a treasurer, and other engineers,
attorneys, agents, clerks and assistants for the district who
shall hold office during the pleasure of the board and who
shall give such bond as the board may require. The board may
prescribe the duties and fix the compensation of all the
officers and employees of the district. A member of the board
may not receive more than $6,000 $3,000 per annum. At the
Board's discretion, the Board may adjust the compensation
amounts for inflation as determined by the Consumer Price
Index for All Urban Consumers for all items published by the
United States Department of Labor and rounded to the nearest
$100. The Board members shall also be reimbursed for ordinary
and necessary expenses incurred in performing the member's
duties under this Act. The board may pass all necessary
ordinances, rules and regulations.

    Section 10. The Fox Waterway Agency Act is amended by
changing Section 6 as follows:

    Sec. 6. The Board shall meet as soon as practicable after
the directors assume the duties of office and shall meet at
least 6 times annually or more often at the discretion of the
Chairman or upon the request of 2/3 of the directors. The Board
shall select from its membership a Secretary and a Treasurer.
The Treasurer shall be custodian of all Agency funds and shall
be bonded in such amount as the other members designate. The
Chairman shall have the power to vote only in the event of a
tie, but shall fully participate as a director in all other
respects. Directors and the Chairman may be compensated at the
discretion of the Board in the sum of up to $6,000 $3,000 per
year for each director and up to $10,000 $5,000 per year for
the chairman, effective immediately upon approval of the
Board. At the Board's discretion, the Board may adjust the
compensation amounts for inflation as determined by the
Consumer Price Index for All Urban Consumers for all items
published by the United States Department of Labor and rounded
to the nearest $100. The Board members shall also be
reimbursed for ordinary and necessary expenses incurred in
performing their duties under this Act. The Board shall
appoint a person to serve as executive director, who shall act
as the chief administrative officer of the Agency and oversee
and administer the daily function and staff of the Agency, in
accordance with Board policy. The executive director shall be
a person of recognized ability in business or waterway
management.
