    AN ACT concerning State government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Law Enforcement and Fire Fighting Medal of
Honor Act is amended by changing Section 2001 as follows:
 
    (20 ILCS 3985/2001)  (from Ch. 127, par. 3852-1)
    Sec. 2001. There is created the Law Enforcement Medal of
Honor Committee, referred to in this Article as the Committee.
The Committee shall consist of the Director of the Illinois
State Police, who shall serve as chair, the Superintendent of
the Chicago Police Department, the Executive Director of the
Illinois Law Enforcement Training Standards Board, and the
following persons appointed by the Governor: a sheriff, a
chief of police from other than Chicago, a representative of a
statewide law enforcement officer organization and a retired
Illinois law enforcement officer. Of the appointed members,
the sheriff and police chief shall each serve a 2-year term and
the organization representative and retired officer shall each
serve a one-year term. The Governor shall appoint initial
members within 3 months of the effective date of this Act.
Notwithstanding any provision in this Section to the contrary,
the term of office of each Committee member is abolished on
October 1, 2023. The terms of the Committee members appointed
on or after the effective date of this amendatory Act of the
103rd General Assembly shall be as follows: one of the members
shall be appointed for a term of one year, one member shall be
appointed for a term of 2 years, and 2 members shall be
appointed for terms of 3 years. Thereafter, the Committee
members shall hold office for 4 years. The Governor shall
appoint these members within 3 months of the effective date of
this amendatory Act of the 103rd General Assembly.
    Members of the Committee shall serve without compensation
but shall be reimbursed for actual expenses incurred in the
performance of their duties from funds appropriated to the
Office of the Governor for such purpose. The Illinois State
Police shall provide administrative support to the Committee.
