    AN ACT concerning civil law.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Eminent Domain Act is amended by adding
Sections 25-5-105 and 25-5-106 as follows:
 
    (735 ILCS 30/25-5-105 new)
    Sec. 25-5-105. Quick-take; Menard County; Athens Blacktop.
    (a) Quick-take proceedings under Article 20 may be used
for a period of one year after the effective date of this
amendatory Act of the 103rd General Assembly by Menard County
for the acquisition of the following described property for
the purpose of reconstructing the Athens Blacktop corridor.
